Unified Business Technologies is seeking an experienced Mechanical Quality Assurance Representative (QAR) to provide onsite Construction Quality Management and Quality Assurance support for repair, renovation, and modernization projects at Walter Reed National Military Medical Center (WRNMMC) in Bethesda, Maryland.
The Mechanical QAR will provide construction-phase oversight of mechanical systems and support USACE and Walter Reed personnel with inspections, technical reviews, contractor quality surveillance, documentation, testing, and project closeout.
Projects include HVAC and air-handling-unit replacements, steam heating and ventilation systems, sprinkler and mechanical repairs, Building Automation System replacement, pneumatic tube systems, and modernization of the Sterilization Processing Department.
- Perform continual onsite surveillance of mechanical construction activities.
- Inspect contractor quality-control activities and verify compliance with plans and specifications.
- Review mechanical submittals, shop drawings, product data, and samples.
- Review and provide recommendations concerning RFIs and Requests for Clarification.
- Review contractor schedules and identify issues that may affect project completion.
- Interpret drawings and specifications to determine whether materials and installation methods comply with contract requirements.
- Monitor and document mechanical testing required by contract documents.
- Review plans for constructability, technical correctness, and contract compliance.
- Identify deficiencies and recommend corrective actions.
- Review proposed change orders, modifications, and contractor cost proposals.
- Assist with punch-list inspections and project acceptance.
- Review final as-built drawings.
- Review warranties and mechanical O&M documentation.
- Prepare daily/weekly inspection and construction activity reports.
- Utilize the USACE Resident Management System (RMS) for required reporting.
- Attend progress meetings with Government personnel, engineers, architects, and construction contractors.
- Maintain progress photographs and inspection/testing records
Requirements
- Licensed Professional Mechanical Engineer (PE) OR Licensed Master Mechanical/HVAC Contractor.
- Minimum 10 years of relevant field experience involving construction, renovation, or modernization of mechanical systems.
- Prior experience participating in the USACE Three-Phase Inspection Process, including:
- Preparatory Phase
- Initial Phase
- Follow-Up Phase
- Previous experience working in accordance with USACE EM 385-1-1 Safety and Health Requirements Manual.
- Ability to interpret mechanical drawings, specifications, submittals, shop drawings, and contract documents.
- Strong construction inspection, QA/QC, documentation, and technical communication skills.
- Must be able to work full-time onsite in Bethesda, MD.
The following must be held or obtained within 90 days of being onsite:
- OSHA 30-Hour Construction
- Construction Quality Management for Contractors (CQM-C)
- Familiarity with USACE Safety Management System (CE-SOHMS).
