Description
We are working closely with a local authority in North Yorkshire to assist with the appointment of a Programme Manager, on a 3-months contract, highly likely to be extended at clients discretion. Please apply with your CV for immediate consideration.
Rate of Pay: £25.06- £31.78 per hour
Summary:
The Programme Manager will provide senior programme management leadership for the time-bound transfer of bus services and associated powers into the York and North Yorkshire Combined Authority. The role will lead a complex, multi-workstream programme involving partner organisations, local authorities and specialist technical, operational, legal, financial, commercial and workforce functions.
Responsibilities:
- Take overall responsibility for the programme management function supporting the transfer of bus services and associated powers.
- Establish and lead effective project and workstream groups across technical, operational, legal, financial, commercial, workforce and other relevant areas.
- Establish effective programme governance and reporting arrangements, including clear routes for decision-making, assurance, escalation and issue resolution.
- Ensure clear ownership and escalation arrangements are maintained across all programme controls.
Qualifications:
- Significant senior-level programme or project management experience.
- Recognised programme or project management qualification or substantial equivalent professional experience.
Essentials:
- Significant experience leading large-scale service redesign, mobilisation, insourcing, outsourcing or service transition programmes.
- Proven experience establishing and embedding effective programme and project governance arrangements.
- Experience establishing Programme Boards, project/workstream groups, Terms of Reference, reporting arrangements, decision-making processes, assurance and escalation routes.
