WHAT IS THE OPPORTUNITY?

The Technology & Operations Business Continuity Management (BCM) function is establishing a dedicated Risk, Controls & Quality Assurance stream to strengthen regulatory compliance, control effectiveness, and audit readiness across all BCM activities. In this role, you will lead the design and operationalization of our risk governance framework, build and mentor a growing team, and drive continuous improvement across enterprise-wide business continuity initiatives. You'll partner with Internal Audit, Risk Management, and business leaders to ensure RBC's BCM program maintains the highest standards of control effectiveness and regulatory compliance.

WHAT WILL YOU DO?

  • Design and maintain a comprehensive BCM risk and control framework aligned with RBC's enterprise risk management standards; identify, document, and monitor key controls across BIA, BCP, IMT, Testing, and Reporting streams.
  • Lead audit and regulatory compliance efforts by serving as the primary liaison with Internal Audit, developing remediation action plans, maintaining compliance documentation, and tracking resolution timelines to closure.
  • Establish and enforce QA/QC standards for all BCM deliverables; conduct quality reviews across streams, identify root causes of gaps, and drive continuous improvement initiatives.
  • Develop and report on Key Risk Indicators (KRIs) and control effectiveness metrics; provide monthly/quarterly dashboards to leadership on BCM control posture and compliance status.
  • Build and lead a growing Risk, Controls & QA team; define role expectations, create career development pathways, and mentor advisors on risk and control frameworks.
  • Collaborate across cross-functional teams including Risk Management, Compliance, IMT Leadership, and BAU Operations to embed controls into testing, exercises, and day-to-day processes.
  • Maintain BCM policy and procedure documentation currency and ensure control ownership clarity across the entire BCM function.

WHAT DO YOU NEED TO SUCCEED?

 Must have:

  • Risk and control framework design experience – demonstrated ability to develop and operationalize control frameworks in complex environments.
  • Audit and regulatory compliance background – proven experience working with Internal Audit findings, developing remediation plans, and driving closure.
  • Strong analytical and documentation skills – ability to synthesize complex information, create clear compliance documentation, and maintain audit-ready evidence repositories.
  • Quality assurance and process improvement expertise – experience establishing QA standards, conducting reviews, and identifying root causes of gaps.
  • Team leadership and stakeholder management capabilities – ability to hire, onboard, and develop team members while building influence across business units and functions.
  • Excellent written and oral communication skills – ability to communicate risk and compliance matters clearly to both technical and executive audiences.

Nice-to-have

  • Understanding of BCM/crisis management and business continuity best practices.
  • Experience with BIA (Business Impact Analysis), BCP (Business Continuity Planning), or IMT (Incident Management Teams).
  • Prior exposure to financial services or regulated industries.
  • Experience mentoring advisors on risk and control frameworks.
