Transportation Sector Technical Consultants - Latin America and the Caribbean: Transportation Infrastructure Project Scoping Services

Headquartered in Washington, D.C., Banyan Global is an international development consulting firm with expertise in economic growth, infrastructure development, and international trade and investment. Banyan Global is recruiting transportation subject matter experts for the USTDA Latin America and the Caribbean: Transportation Infrastructure Project Scoping Services. Subject matter experts will provide technical expertise in the identification, assessment, and development of potential USTDA-funded activities such as feasibility studies, technical assistance, and pilot projects in priority transportation infrastructure sectors, including airports, ports, railroads, and roads.

 

This assignment will support USTDA’s objective to advance overseas infrastructure projects that positions U.S. companies in high-growth LAC markets while promoting safe and secure transportation infrastructure consistent with U.S. national security priorities and economic competitiveness priorities. The projects may include airports, ports, railroads, and roads to improve logistics, supply chains, and safety and security.

Responsibilities

• Lead the technical and economic review and assessment of proposed transportation projects in Latin America and the Caribbean.
• Support the preparation of Project Assessments and Project Reports for USTDA.
• Support stakeholder engagement, including meetings with project sponsors, U.S. companies, and relevant government entities. This may include some travel.
• Ensure analytical rigor, quality control, and compliance with USTDA requirements and reporting standards.

• Conduct technical risk assessments and infrastructure resilience screenings (environmental and geophysical).

• Evaluate U.S. company competitiveness, assess foreign competition, and evaluate market entry issues in the LAC region.
• Conduct cost reasonableness assessments for proposed project budgets.

Qualifications

Required Qualifications

• 10+ years infrastructure project development and international development.
• Transportation infrastructure sector experience and knowledge, including ports, rail, road corridors, and/or airports. 
• Demonstrated experience leading complex international consulting assignments or project preparation missions.
• Experience developing feasibility study, pilot project, and technical assistance TORs and budgets.
• Experience conducting net present value (NPV), internal rate of return (IRR), and life cycle cost analysis (LCCA).
• Familiarity with MDB, DFC, Ex-Im, and commercial financing requirements.
• Experience working in Latin America and the Caribbean.
• Master’s in engineering or related field.
• Professional proficiency in Spanish and Portuguese (Level 3 or above on the Interagency Language Roundtable scale).
• Strong written and oral communications skills in English.

Preferred

• Experience supporting USTDA, MCC, or similar agencies.
• Experience estimating U.S. export impact.
• Experience engaging with transportation ministries, procurement agencies, regulatory agencies, port authorities, and the transportation industry in Latin America and the Caribbean, particularly the airport, ports, rail, and road corridor sectors.
• Experience engaging with U.S. Embassies, DFIs, and U.S. private sector companies.
• Familiarity with supply chain resilience, interoceanic corridors, energy efficiency, and/or critical minerals.
• Strong understanding of Preliminary Environmental and Social Impact Assessments (PESIA).
• Experience conducting desk reviews of proposed projects.
