Performance Auditor

The Office of Inspector General for Public Safety (OIG) was established by Ordinance 125315 as part of the City of Seattle police accountability reform effort. Our charge is to help ensure the fairness and integrity of the police system in its delivery of law enforcement services. Our goal is to ensure constitutional, accountable, effective, and respectful policing that reflects the values of Seattle's diverse communities and engenders community trust. 

The OIG is seeking a Performance Auditor (StratAdvsr1, Exempt) to conduct systemic reviews of the Seattle Police Department (SPD) operations. This position will lead and support a wide variety of different audit projects such as incident reviews, payroll analysis, use of surveillance technologies, and applications of force.

YOU WILL BE MOST SUCCESSFUL IN THIS POSITION IF YOU:

• Have experience conducting audits under Generally Accepted Government Auditing Standards (GAGAS).
• Are eager to independently research new topics to quickly become a subject matter expert.
• Have experience building trust and conducting information-seeking interviews with subject matter experts and auditees.
• Maintain a high level of objectivity when researching and analyzing law enforcement activities.
• Have advanced proficiency using Microsoft Excel.
• Have clear writing and solid presentation skills, including the ability to convey complex information succinctly in an easy-to-understand format and answer questions under pressure.
• Have experience interacting with the public in a professional capacity, such customer service, teaching, or social work.
• Exercise sound judgement, maintain objectivity and adhere to professional auditing standards throughout all phases of an audit.
• Appreciate the City's ethnic and socio-economic diversity and value the perspectives of diverse groups and individuals.

• Lead performance audits in accordance with GAGAS, including identifying criteria and risks, developing testing plans, and gathering sufficient evidence to develop causes for any identified deficiencies.
• Collect, evaluate, and interpret a broad range of quantitative and qualitative data to support findings and recommendations.
• Conduct interviews with program officials and stakeholders and write accurate summaries of these meetings.
• Articulate supported findings in public reports for review by policymakers, the public, and SPD.
• Assist with revisions to OIG audit policies, processes, and workplans.
• Assist other members of the Audit team with quality control reviews.

Minimum Qualifications:

• Experience: a minimum of three (3) years of relevant work experience in professional auditing, compliance, law enforcement oversight or related field; AND
• Education: a bachelor's degree in criminal justice, auditing, IT systems administration, public administration or a related field.
• A master’s degree from an accredited college or university in a field of study related to the work assignment may be substituted for the experience on a year-for-year basis.

YOU WILL BE EVEN MORE PREPARED FOR THIS ROLE IF YOU DEMONSTRATE: 

• Familiarity with law enforcement operations, laws, and regulations.
• Experience evaluating Surveillance Technologies and/or law enforcement entities.
• Advanced skills and knowledge in the principles of program evaluation, including problem formulation, research design/methods, and survey methodology.
• Proficiency in risk identification and assessment, and prioritization of areas requiring audit attention. 
• Ability to appropriately handle confidential and sensitive information. 
• Ability to communicate effectively and professionally with department staff and members of other organizations on sensitive or controversial issues.

WORK ENVIRONMENT
The Office of Inspector General is located at Seattle Municipal Tower, 700 5^th Ave., Seattle, WA. This position allows for the flexibility of a remote/hybrid work schedule with 3 days in the office. Individual schedules will be agreed upon by the employee and their supervisor. 

TOTAL COMPENSATION AND BENEFITS
This full-time position is classified as a Strategic Advisor 1 and is exempt from FLSA and the Seattle Civil Service System. The full salary range for this position is $108,325.44 - $193,849.92 annually. The starting salary range for this role has been identified as $108,325.44 - $116,677.44 annually with opportunities for increases as responsibilities and performance advance.

Applicants selected to move to the final round of interviews will be asked to complete a practical skills assessment focused on data analysis and written communication. This assessment may require 2-4 hours of effort and applicants will have 72 hours to complete.
