We are seeking an individual to join our growing planning team and fill a Senior Transit Planner or Project Manager position and help lead unique and fulfilling transit and multimodal transportation planning efforts across the mountain west. We provide transportation planning services for a wide variety of clients, including transit agencies, state DOT’s, MPO’s, and cities both in Utah and throughout the intermountain west. Our planning team is based out of Utah, and we are looking for the right candidate to help our team grow and expand our reach in other regions where Horrocks does business.
What are the core responsibilities for the role?
- Have project management or planning lead experience with transit and transportation planning efforts
- Support transit strategic growth initiatives through client and business development activities
- Manage a wide variety of planning studies that may including transit alignment and mode analyses, PEL or NEPA planning, corridor plans, active transportation plans, as well as coordinate on rural, tribal, and small urban transportation and transit system plans
- Research and implement innovative best planning practices related to transit and transportation
- Analyze transportation, land use, equity, transit, and economic data to provide metrics, measures of success, and planning recommendations
- Communicate technical information effectively to a wide-range of audiences and prepare well-written technical deliverables
- Support our Public Engagement team with virtual and in-person public and stakeholder outreach
Qualifications, Skills, and Competencies:
- A bachelor's degree in urban planning, or a closely related field (required), master’s degree in planning or a similar field (preferred)
- 10+ years of relevant experience (preferred)
- Lead and/or support client maintenance and business development efforts
- Experience working for or with public transit and other public agencies
- Possess an entrepreneurial spirit – a willingness to see opportunities, take initiative, and solve problems by turning ideas into action
- Have experience in research, Geographic Information Services, data collection and analysis, spreadsheets/databases, and data visualization
- Be a strong technical writer and lead the execution of complex written deliverables
- Have a level of comfort in the preparation of charts, graphics, and other visuals for inclusion in planning documents and presentation materials or working closely with other departments to produce this collateral
- Effectively communicate technical information to audiences orally and in writing
- Collaborate effectively with agency staff, public officials, community stakeholders, internal teams, and the public

Unmatched Comp Time Policy: Hours worked over 40 in a week can be reimbursed as additional pay at an equivalent hourly rate or banked as additional PTO.
