Job purpose: 

The Site Supervisor (SS) is responsible for oversight of the deployment, administration and safety of multiple clearance teams, including manual, mine detection dog (MDD) and mechanical team deployed on a site for which a SS is responsible. Deploying and managing teams in order to conduct the land release process, ensuring that all work is carried out in accordance with SOPs and implementation plans. The SS will monitor teams during operations, following NPA SOPs and report on progress made on the worksite. 

 

Responsibilities: 

General: 

 

  • Comply with all NPA policies, regulations, procedures, and Standard Operating Procedures (SOPs). 
  • Understand and fulfil the duties and responsibilities of a supervisor before, during, and after deployment to mine action tasks. 
  • Consistently demonstrate effective leadership and act as a role model for safe and professional conduct. 
  • Provide technical supervision and oversight of field operations, with particular emphasis on safety and security. 
  • Ensure that only teams that are fully trained, equipped, briefed, and prepared are deployed for operations. 
  • Maintain accurate records of attendance and performance and monitor team behaviour and discipline. 
  • Report any disciplinary issues, incidents, or breaches of procedures promptly and accurately to the TFM/STFM. 
  • Monitor operational progress against assigned targets and provide regular progress updates to the TFM/STFM. 
  • Ensure the quality, accuracy, and completeness of work carried out by supervised teams. 
  • Ensure the safety and direct supervision of all visitors to operational sites. 
  • Oversee the preparation, control, and maintenance of tools, equipment, and stores assigned to the team. 
  • Ensure all staff under supervision wear the correct NPA uniform and required personal protective equipment (PPE). 
  • Carry out any other duties as assigned in support of programme objectives. 

 

Specific: 

 

  • Identify and confirm safe access routes to task sites through evaluation of available evidence as part of the risk assessment process. 

 

  • Maintain continuous community liaison throughout the task lifecycle to gather information and update implementation plans as required.  
  • Conduct desktop analysis, site reconnaissance, and operational planning. 
  • Develop task implementation plans detailing asset deployment, in coordination with MDD Team Leaders, Mechanical Team Leaders, and TFMs. 
  • Plan, coordinate, and deploy multiple teams and assets in accordance with site requirements and NMAS/SOPs.  
  • Supervise the deployment of Mine Detection Dogs (MDD), ensuring compliance with relevant SOPs and follow-up requirements in coordination with MDD TLs/TFMs. 
  • Supervise the deployment of mechanical assets, ensuring compliance with relevant SOPs and follow-up requirements in coordination with Mechanical TLs/TFMs. 
  • Continually analyse and assess information obtained during operations to reassess and adapt task implementation plans. Ensure all reasonable efforts are applied through the land release process on the specific task areas allocated.  
  • Deliver comprehensive site safety briefings in line with approved SOPs. 
  • Operate and manage communications equipment and procedures between worksites, base, and other operational locations. 
  • Ensure that the roles and responsibilities of deminers, team leaders, and EOD personnel are clearly implemented. 
  • Monitor productivity of manual, MDD, and mechanical teams, and identify and address constraints affecting output without compromising safety. 
  • Exercise command and control over teams and assets deployed across multiple worksites. 
  • Supervise administrative processes and reporting for assigned teams. 
  • Ensure both risk and threat assessments are applied to site management in accordance with SOPs. 
  • Contribute operational data to the relevant information management systems used by the NMAA and NPA. 
  • Conduct quality control of daily and other operational reports submitted by team leaders. 
  • Ensure all task activities are recorded and reported to the required level of detail and quality. Ensure all task-related documentation is accurate, complete, and kept up to date. 
  • Implement and reference all relevant SOPs to clarify technical and safety-related issues. 
  • Participate in the review of non-conformities to identify root causes and contribute to corrective action plans, including inputs to Performance Development Discussions (PDDs), in accordance with Ukrainian labour legislation and under the oversight of the TFM. 
  • Plan and conduct internal quality control activities at supervisor level. 
  • Plan for and implement CASEVAC and MEDEVAC procedures. 
  • Ensure reporting procedures are followed in the event of accidents or incidents. 
  • Coordinate and manage the immediate response to demining accidents or incidents. 
  • Provide support and information to accident or incident investigations. 
  • Ensure correct procedures are followed for the management of visitors at task sites. 
  • Suspend operations when safety, security, or contextual conditions require it. 
  • Oversee site handover processes in accordance with country-specific requirements. 
  • Apply land release principles in the planning and deployment of all demining assets. 
  • Ensure safety, efficiency, and operational effectiveness across all activities. 
  • Manage staff welfare in compliance with national legislation and NPA policies. 
  • Maintain oversight of logistical procedures within the operational context as required. 
  • Identify training needs and skills gaps in coordination with the NPA Operations and QM Team. 
  • Lead coordination of Explosive Ordnance (EO) handover to relevant authorities and ensure all handovers are documented in accordance with NPA procedures. 
  • Ensure all drivers comply with vehicle safety requirements and adhere to traffic regulations. 

 

Required qualifications and experience: 

Must have: 

 

  • Minimum of one year of proven operational experience in humanitarian mine action in Ukraine, serving in a Team Leader role. 
  • Successful completion of a Basic Demining Course or an internationally recognised equivalent. 
  • Completion of a Manual Team Leader Course or an equivalent external qualification. 
  • Completion of a Site Supervisor Course or equivalent external qualification. 
  • Professional working proficiency in Ukrainian (spoken and written). 
  • Valid Category B driving licence. 

Desirable: 

 

  • Ukrainian Sapper certificate 
  • Able to communicate and write in English 
  • Quality Management Course  
  • Driving license BE, C, CE 
  • EOD Level 2 or higher qualifications. 
  • Proficiency in MS office and GIS software.
