Technology & Infrastructure (T&I) is the backbone and the future-forward arm of CBC/Radio-Canada. Our purpose is to constantly innovate to evolve and maintain the Corporation’s technology and infrastructure. We are the people that make stuff work. We make connections between media content, systems, people and places. We are the space in between.
A place with purpose. CBC/Radio-Canada has always been a highly regarded pioneer of media technology — not just in Canada but around the world. Today, we are transforming ourselves into a modern and agile public service media organization. Technology is the driving force, and we are the team making it happen.

About Our Team
Joining the Integrated Portfolio Management Office means becoming part of an inspiring environment where talented professionals collaborate toward meaningful goals while supporting each other’s personal and professional growth. While we uphold high standards, we prioritize pragmatism by building flexible frameworks that offer clear structure without adding unnecessary bureaucracy. We encourage continuous experimentation and refinement to drive steady, incremental progress. Our day-to-day work is driven by data, open communication and shared ideas — demystifying complex issues so everyone can move forward with clarity. Transparency is at our core, and the impact of your work is visible across the entire organization. If you prefer rigid, unchanging processes, our culture of continuous experimentation and agility will challenge your comfort zone. But if you thrive on adaptability, this is the ideal environment to excel and make a lasting impact.
Your Role
As Senior Advisor, Portfolio Intelligence and Value Realization, you will be a trusted partner responsible for optimizing value flow and portfolio performance within Technology & Infrastructure (T&I).
In this role, you will bridge strategy and execution by translating enterprise value-optimization principles into actionable, measurable practices. Working closely with your manager, you will foster a data-driven culture that makes the value generated by T&I (ROI, productivity gains, risk reduction, etc.) tangible and visible to leadership and decision-makers.
Key Responsibilities
Portfolio and Data Intelligence
- Design, build and maintain the value dashboard (initiatives, value, capacity, risks and decisions) in collaboration with the team to provide real-time visibility into investments.
- Assess and highlight how the portfolio aligns with strategic investment priorities while adapting to emerging business needs.
- Connect key operational tools (Jira, Confluence, Power BI, etc.) with consolidated delivery data to establish and maintain reliable single sources of truth.
- Lead the end-to-end design of delivery performance metrics (e.g., cycle time, throughput, predictability) for projects and programs managed by the Delivery team, as well as value metrics for executive stakeholders and governance bodies.
- Develop portfolio reports to guide resource allocation and prioritization during leadership meetings, presenting findings to governance committees as needed.
Delivery, Value Monitoring and Coaching
- Establish and facilitate operational and tactical governance forums across value streams, guiding departments toward optimal delivery practices.
- Advise teams, managers and delivery leads on adaptive planning, value-stream management optimization and results-focused delivery.
- Identify potential roadblocks to portfolio optimization, working collaboratively with teams to strategize and execute effective solutions.
- Maintain thorough tracking and documentation of strategic directions, decisions and changes affecting the portfolio.
- Cultivate a culture where teams iterate quickly, measure impact and adapt using real-time delivery data and feedback.
Required Skills and Qualifications
- Bachelor’s degree in project management, business administration, technology or a related field.
- Exceptional analytical thinking with a proven ability to synthesize complex data into clear insights for diverse audiences.
- Influential leadership: Demonstrated ability to influence without direct authority and collaborate effectively across operational and executive levels.
- In-depth knowledge of modern delivery models and methodologies (Lean, Value Stream Management, Agile, hybrid and traditional).
- Proficiency in portfolio management, analytics and dashboarding tools.
- Key personal attributes: Continuous learner and mentor, comfortable with ambiguity, empathetic, authentic, collaborative, transparent and solution-focused.
What You Bring
- Seven to 10 years’ experience in project portfolio analysis, delivery transformation or performance management roles.
- Advanced proficiency in English and French (bilingualism required).
- Exceptional written communication and executive-level presentation skills.
- Ability to lead engaging workshops and committee meetings.
- Position based in Montreal or Toronto.
