Summary: Under the general direction of the Community Development Manager, or designee, the Grants Coordinator is responsible for the administration and implementation of the Community Development Block Grant Program and other programs established and overseen by the City of Frisco Social Services and Housing Board.  This position oversees grant administration activities including application coordination, funding recommendations, compliance monitoring, and program implementation to ensure adherence to federal, state, and local requirements. The role serves as a liaison to the Social Services and Housing Board, manages subrecipient agreements and reimbursement processes, maintains required grant documentation and reporting systems (including IDIS and Neighborly Software), and supports HUD monitoring and audit activities. The Grants Coordinator also provides technical assistance, conducts compliance monitoring of subrecipients, and assists with program development, outreach, and policy implementation to support effective community development services.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.
 Essential Job Functions:
  • Coordinates and administers the full lifecycle of the grant application process, including application development, review, scoring, funding recommendations, and processing of applications for Down Payment Assistance and Owner-Occupied Housing Rehabilitation Programs.
  • Serves as liaison to the Social Services and Housing Board during the funding recommendation process.
  • Manages subrecipient agreements and processes reimbursement requests, ensuring eligibility, accuracy, and compliance with grant requirements for the Community Development Block Grant (CDBG) and Social Services Grant (SSG) programs.
  • Prepares and submits requisitions for departmental purchases and grant-funded contracts, ensuring accuracy and alignment with approved budgets and funding allocations.
  • Develops and implements marketing and educational strategies for internal and external customers to increase participation in the City of Frisco Community Development Program including public presentations, brochures, website maintenance, and public expositions.
  • Maintains grant files in accordance with federal requirements and established guidelines.
  • Monitors subrecipient activities for compliance with federal requirements, including conducting risk assessments, desk reviews, and on-site monitoring.
  • Prepares and maintains documentation for HUD monitoring, audits, and internal reviews.
  • Supports the preparation of HUD-required reports and documentation.
  • Interprets and applies federal regulations related to the CDBG program.
  • Maintains and updates data within HUD systems, including IDIS, and manages grant management systems such as Neighborly Software to ensure accuracy in data entry, reporting, and compliance tracking.
  • Assists the Community Development Manager in identifying housing and community development needs and collaborates with City staff on program development. 
  • Serves as a liaison and coordinates with City departments, subrecipients, consultants, contractors, and federal and state agencies to support effective program implementation.
  • Provides training and technical assistance to subrecipients and internal staff regarding program requirements, eligible activities, and compliance standards.
  • Recommends and administers policies and procedures for the Community Development Block Program and the Targeted Down Payment Assistance Program.
  • Reviews and analyzes a variety of reports and statistical information regarding the CDBG and SSG budget and expenditures.
 
Other Important Duties:
  • Attends training schools/seminars and other City related events which may require occasional overnight travel.
  • Travels to assigned meetings, presentations and conferences.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.
Knowledge, Skills, and Abilities:
  • Must have a working knowledge of IDIS and CDBG rules and regulations.
  • Must have strong organizational skills and the ability to prioritize and manage multiple programs and assignments. 
  • Knowledge of bookkeeping and/or accounting practices, procedures, and techniques.
  • Knowledge of City policies, procedures, and organizational structure.
  • Knowledge of computers and related equipment, hardware, and software.
  • Skill in reading and interpreting blueprints, Federal or State regulations, technical handbooks, Ordinances and Statutes related to redevelopment.
  • Skill in effective oral and written communications.
  • Skill in preparing reports and correspondence.
  • Ability to resolve problems quickly and effectively.
  • Ability to work successfully with diverse constituents.
 
Education, Experience, and Certifications/Licenses:
  • Bachelor’s degree in Public Administration, Business Administration, Planning or related field and three (3) years’ experience working with Community Development Block Grant (CDBG) Program or related Federal Program or equivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.
  • Must pass a pre-employment drug screen, criminal background, and MVR check.
  • Must possess valid State of Texas Driver’s License.

    • Talking 1- expressing ideas by spoken word.
    • Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
    • Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.
    • Walking - on foot to accomplish tasks, long distances, or site to site.
 
Work Environment:      
  • Work performed is primarily light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects.
