Description

                       

This position supervises and participates in the work of a crew of personnel engaged in the inspection, cleaning, and maintenance of the city’s wastewater collection system.

  • Supervises and assists a crew engaged in the operation of CCTV trucks and equipment used to inspect sewer lines, manholes, and laterals for debris, cracks, or holes and to identify problems or areas of infiltration into the sanitary sewer system. Inputs all necessary data into the CUES GraniteNet inspection software using National Association of Sewer Service Companies (NASSCO) standards and forms.


  • Responds to and reports sanitary sewer overflows (SSOs) in compliance with EPA and ADEM guidelines; takes photographs, sanitizes and cleans the area, places public notification of hazardous materials, and identifies cause and makes repairs.


  • Supervises and assists a crew in operating jet-vacuum trucks and associated equipment to clean and vacuum lift stations, gravity sewer manholes, main lines, and laterals to remove grease, debris, sediment, and other obstructions.


  • Supervises and assists a crew in completing dye tests and smoke tests.


  • Completes work orders using Cityworks or current work order system and tracks location, equipment, labor, and materials for each project.


  • Ensures work is performed in compliance with ALDOT and other work safety guidelines.


  • Performs routine maintenance and technical repairs to equipment such as transporters and cameras.


  • Acts as first responder to hazardous situations to make the area safe for entry by police, fire, other public safety personnel, and the public.


  • Responds to emergency storm or outage situations; connects generators and/or by-pass pumps to lift stations without power; maintains related logs; assists with FEMA documentation.


  • Trains, assigns, directs, and supervises personnel.


  • Responds as a supervisor to after-hours calls related to wastewater collection and/or water distribution system situations.


  • Performs related duties.


KNOWLEDGE, SKILLS AND ABILITIES REQUIRED BY THE POSITION


  • Knowledge of federal and state regulatory requirements for wastewater collection.


  • Knowledge of Occupational Health and Safety Administration (OSHA) guidelines.


  • Knowledge of sanitary sewer system repair and maintenance methods and techniques.


  • Knowledge of city and department policies and procedures.


  • Knowledge of supervisory principles and practices.


  • Knowledge of computers and job-related software programs to include Microsoft Office, Cityworks, or current work order system, GraniteNet, and ARC-Gis.


  • Skill in the use of hand and power tools.


  • Skill in the use of CCTV and manhole cameras and jet-vac equipment.


  • Skill in problem solving.


  • Skill in prioritizing and planning.


  • Skill in interpersonal relations.


  • Skill in oral and written communication.


SUPERVISORY CONTROLS


The Wastewater Collections Crew Supervisor assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the results.


GUIDELINES


Guidelines include EPA and ADEM regulations, voluntary OSHA guidelines, NASSCO guidelines, and city and department policies and procedures.  These guidelines are generally clear and specific but may require some interpretation in application.


COMPLEXITY/SCOPE OF WORK


  • The work consists of related supervisory and technical duties. Heavy traffic, inclement weather, and the risk of exposure to hazardous materials contribute to the complexity of the work.


  • The purpose of this position is to supervise the work of a crew of personnel engaged in the inspection, cleaning, and maintenance of the wastewater collection system. Successful performance helps ensure the effective and efficient collection and treatment of wastewater in compliance with all relevant state and federal regulations.

  • Contacts are typically with co-workers, other city personnel, vendors, and members of the public.


  • Contacts are typically to exchange information, motivate persons, resolve problems, and provide services. 


PHYSICAL DEMANDS/ WORK ENVIRONMENT


  • The work is typically performed while intermittently sitting, standing, stooping, or walking. The employee occasionally lifts light and heavy objects, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color, and utilizes the sense of smell.


  • The work is typically performed in an office, at other department facilities, and outdoors, occasionally in cold or inclement weather.  The employee is exposed to noise, dirt, dust, grease, machinery with moving parts, contagious or infectious diseases, and irritating chemicals. The work requires the use of protective devices such as masks, goggles, gloves, etc.


SUPERVISORY AND MANAGEMENT RESPONSIBILITY


This position has supervision over Equipment Operator II and Maintenance/Construction Operator.

  • Graduation from standard senior high school or GED, as recognized by the United States Department of Education (USDE) or Council for Higher Education Accreditation (CHEA); and


  • One (1) year recent experience in the construction, repair, and maintenance of underground wastewater collection facilities.


  • One (1) year recent experience in the operation of closed-circuit TV (CCTV) cameras/electronic machinery controls preferred.


  • Possession of a Wastewater Grade IC Operator certification, issued by the State of Alabama preferred.


  • Possession of a Class “A” Unrestricted Commercial Driver License preferred.


  • Possession of NASSCO Certification for pipeline (PACP), manhole (MACP), and lateral (LACP) assessments preferred.

NECESSARY SPECIAL REQUIREMENTS


  • Possession of valid driver license with an acceptable driving record (PBA 9/10/01).


  • An employee in this position must obtain a Wastewater Grade IC Operator certification, issued by the State of Alabama within eighteen (18) months of employment/promotion/demotion/transfer, or the ability to obtain through reciprocity. (See condition for details.)


  • An employee in this position must obtain NASSCO Certifications for pipeline (PACP), manhole (MACP), and lateral (LACP) assessments within twenty-four (24) months of employment/ promotion/demotion/transfer. (See condition for details.) 


  • Employees are required to obtain a Class “A” unrestricted Commercial Driver License (CDL) within 120 days of date of employment/promotion/demotion/transfer to this position. (See condition for details.)


  • In an emergency and/or standby situation, an employee in this position must be able to report to his/her regular workstation in a maximum of 30 minutes from the time of notification. (Sec. 2-30. (2) / PBA 1/9/95) This requirement must be met within six (6) months of employment/promotion/ demotion/transfer. (See condition for details.)


  • An employee in this position must be available to be contacted via phone within 30 days of employment/promotion/demotion/transfer, due to call out requirements.

  • Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy, which includes pre-employment and random tests for the duration of employment in this position. (PBA 08/13/12).
