[What the role is]
The Horticulture Manager is responsible for the planning, coordination, and management of landscape, greenery, and grounds operations across the Istana estate and Parliament House. The role oversees greenery assets including trees, shrubs, turf and landscapes, while ensuring high standards of plant health, safety, environmental sustainability, and presentation.The officer manages contractors and operational teams, coordinates wildlife and biodiversity-related matters, supports volunteer engagement programmes, and works closely with internal and external stakeholders to maintain the estate's greenery and ecological value. The role also plays a key part in preparing and maintaining the grounds for official functions, ceremonies, and high-profile visits.
[What you will be working on]
Plan, manage, and oversee landscape, horticulture, arboriculture, turf, and grounds maintenance programmes across the Istana estate and Parliament House.
Manage and supervise contractors to ensure works are carried out in accordance with contract specifications, quality standards, workplace safety requirements, and operational procedures.
Coordinate and monitor tree management activities, including inspections, pruning, risk mitigation, and replacement planting programmes.
Manage wildlife-related issues within the estate, including monitoring wildlife activity, coordinating mitigation measures, engaging relevant agencies, and promoting human-wildlife coexistence practices.
Plan and coordinate grounds preparation, landscape enhancement, and reinstatement work for official events, ceremonies, state functions, and high-profile visits.
Recruit, coordinate, and manage volunteers participating in gardening, environmental stewardship, educational, and community engagement programmes.
Liaise with internal stakeholders, government agencies, event organisers, security personnel, and service providers to ensure smooth implementation of grounds operations.
Prepare contracts, reports, inspection records, maintenance plans, and operational updates as required.
Ensure compliance with workplace safety, security protocols, environmental regulations, and organisational policies.
[What we are looking for]
Area of study in Horticulture, Arboriculture, Landscape Management, Plant Science, Environmental Management, or a related discipline.
At least 3 years of relevant experience in landscape, horticulture, arboriculture, estate greenery management, or related fields.
Strong knowledge of landscape maintenance, plant health care, arboriculture practices, turf management, and horticultural operations.
Experience in contractor management, site supervision, and service quality monitoring.
Familiarity with biodiversity conservation, wildlife management, or environmental stewardship programmes will be an advantage.
Experience in volunteer coordination, community engagement, or public outreach programmes will be an advantage.
Good understanding of Workplace Safety and Health (WSH) requirements and risk management practices.
Strong organisational, planning, problem-solving, and stakeholder management skills.
Good communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
Proficient in Microsoft Office applications and maintenance management systems.
Able to work independently and support operations outside normal office hours when required for events and operational needs.
