PRIMARY PURPOSE:

To provide strategic financial leadership as a member of FoundCare’s executive leadership team, advising the Chief Executive Officer (CEO), to whom the position reports directly, and ensuring financial stewardship, sustainable operations, and financial compliance for FoundCare’s health center services, HRSA Section 330 awards, Ryan White funding, patient service revenues, and other federal, state, local, and private funding. The Chief Financial Officer (CFO) implements financial policies and controls in collaboration with executive leadership, program leaders, and compliance personnel, subject to the CEO’s authority and the Board of Directors’ reserved oversight and approval responsibilities.

ESSENTIAL JOB FUNCTIONS:

  • Lead organizational and grant budgeting, forecasting, cost analysis, and long-term financial planning in collaboration with the COO and program leaders; prepare the annual Health Center Program project budget for Board approval and monitor budget-to-actual results.
  • Oversee accounting, accounts payable and receivable, timely reconciliations and closing, and financial statements prepared under U.S. generally accepted accounting principles (GAAP), including applicable FASB nonprofit, revenue recognition, contribution, donor restriction, and disclosure requirements.
  • Direct fiscal administration of HRSA Section 330, Ryan White, and other awards and subawards in accordance with applicable statutes, regulations, Notices of Award, pass-through agreements, and program requirements. Maintain award-level accounting, source documentation, financial reporting, and timely closeout.
  • Implement applicable requirements of 2 CFR Parts 200 and 300 and award-specific effective dates, including allowable, reasonable, and allocable costs; consistent direct and indirect cost treatment; compensation documentation; cash drawdowns; procurement; conflicts of interest; prior approvals; record retention; and subrecipient risk assessment and monitoring, when applicable.
  • Oversee Ryan White fiscal controls for payer-of-last-resort requirements, coordination of benefits, allowable service categories, program income, client charges and annual charge caps, and applicable administrative and core medical service expenditure limits or approved waivers. Apply requirements according to each funded Part and FoundCare’s recipient or subrecipient role; prevent duplicate billing and duplicate charging of costs across funding sources.
  • Provide financial analysis and recommendations supporting organizational growth, service expansion, capital investments, and new business opportunities.
  • Coordinate independent financial statement audits, federal Single Audits under 2 CFR Part 200, Subpart F, and audits under the Florida Single Audit Act (section 215.97, Florida Statutes), when applicable. Ensure accurate expenditure schedules, timely reporting and submissions, and documented corrective action on audit and monitoring findings while preserving auditor independence.
  • Oversee accurate, timely financial reports to funding agencies and financial components of required HRSA reporting, including the Uniform Data System; coordinate required Medicare and Medicaid cost reports, reimbursement reconciliations, and payer settlements with responsible staff.
  • Oversee purchasing and payroll controls, timely payroll tax deposits and filings, and authorized staff and participant payments. Partner with Human Resources and legal counsel on compensation and incentive calculations, wage-and-hour compliance, employee benefit cost analysis, and applicable 403(b), Internal Revenue Code, and ERISA requirements.
  • Maintain written financial policies and risk-based internal controls, including segregation of duties, authorization limits, fraud prevention, asset safeguards, and reliable financial systems. Monitor compliance changes, communicate requirements to responsible personnel, and promptly escalate suspected misuse, material financial risks, and required disclosures to the CEO and appropriate compliance or governance channels.
  • Manage banking relationships, cash forecasting, liquidity, and reserves to meet operating needs and funding restrictions; administer investments and debt obligations within approved policies and delegated authority.
  • Prepare and present monthly financial statements, cash flow projections, funding reconciliations, performance indicators, risks, and recommendations to the CEO, Audit/Finance Committee, and Board of Directors; support the Board’s financial policy, budget, and audit oversight responsibilities.
  • Oversee financial aspects of the revenue cycle and payer contracts, including applicable Medicare and Florida Medicaid FQHC reimbursement requirements. Partner with operations and compliance personnel on accurate billing, timely resolution of overpayments, and implementation of Board-approved fee schedules, sliding fee discounts, and collection policies so patients are not denied in-scope services because of inability to pay.
  • Oversee business insurance and coverage analysis, fixed-asset inventories, and federally funded property controls, including acquisition, use, safeguarding, and disposition requirements. Coordinate financial-system continuity, backup, and disaster recovery planning with information technology personnel.
  • Lead and develop the Finance and Accounting team, assign responsibilities, supervise staff, conduct regular performance reviews, and implement training and improvement plans.
  • Coordinate timely IRS Form 990 and other required tax, corporate, and financial filings; support continued tax-exempt status. In partnership with compliance personnel and counsel, maintain financial practices consistent with applicable federal, Florida, and local laws, contractual obligations, healthcare fraud-and-abuse requirements, and privacy and security requirements for financial and patient information.
