Senior Analyst – Licensing and Authorisations
The Reserve Bank is preparing to implement the Deposit Takers Act (‘DTA’) which is new legislation to replace and update the legislation through which we regulate and supervise deposit takers. The DTA will contribute to a productive and sustainable economy by protecting and promoting the stability of the financial system.
This is an exciting time as Te Pūtea Matua continues to transform, setting up to meet an evolving mandate and purpose. The primary focus for this permanent role will be to help implement new licensing frameworks for deposit takers. This role provides the opportunity to join us in a programme of work that is key to Te Pūtea Matua’s transformation.
Te tūranga – The role
The Financial Stability group is responsible for ensuring that financial institutions are licensed, effectively regulated and supervised, and where applicable, enforcement action is taken.
Te Pūtea Matua is looking for a Senior Analyst to join the Licensing and Authorisations team. The Licensing and Authorisations team is relatively new and was established as a result of the Deposit Takers Act and the review of the Insurance (Prudential Supervision) Act 2010.
In this role you will:
- Support the implementation of the Deposit Takers Act working with the Manager Licensing & Authorisations and the Advisers in Licensing & Authorisations to develop products and outputs required to establish a new and functioning licensing capability.
- Identify and analyse business process and workflows to identify new ways of licensing regulated entities and areas for improvement.
- Develop and document business requirements for projects and operational process improvement activities.
- Proactive identification and reporting of risks and issues.
Ō pūkenga – About you
You’ll bring:
- Broad-based experience in a bank, insurer or other financial institution or supervisory authority is preferred.
- Understanding of legal, accounting and economic environments within financial institutions is ideal.
- Experience in continuous improvement, business analysis and/or project management.
- An understanding of regulatory frameworks and regulatory decision-making.
- Strong analytical, diagnostic and conceptual skills and creative thinking.

The anticipated appointment range for this role is $128,699 to $150,149 (actual salary will be dependent on your skills and experience).
