Description

Boulder County Public Health Department is seeking to hire a Community Substance Use Data and Engagement Specialist. The Community Substance Use Data and Systems Specialist provides coordination, data collection and analysis, evaluation, and community engagement support for substance use prevention initiatives in Boulder County, including the Healthy Futures Coalition (HFC), Elevating Prevention in Colorado (EPIC) project, and the Substance Use Advisory Group (SUAG). This position supports community-driven prevention efforts and helps ensure data-informed decision-making and evaluation across coalition activities.
This role leads data collection, evaluation, and supports reporting for the Colorado Department of Public Health and Environment (CDPHE) Elevating Prevention in Colorado (EPIC) grant and grants funding SUAG. The Community Substance Use Data and Engagement Specialist translates qualitative and quantitative survey data and coalition observations into formal assessments, plans, and reports required by CDPHE. They also translate that data back to the community in accessible formats so that residents, youth, and coalition members can lead decisions about prevention strategy, policy change, and quality improvement. Responsibilities include ensuring compliance with grant requirements, analyzing quantitative and qualitative data, and translating findings into clear, accessible information for coalition members, partners, and funders.
Funding dependent, this role will also coordinate Boulder County's Community Naloxone Coordination Initiative (CNCI), supporting equitable access to naloxone for community organizations serving people at risk of overdose. Responsibilities may include developing and maintaining CNCI processes, coordinating applications, inventory management, distribution, data tracking, and co-facilitating a CNCI oversight workgroup with the SUAG Facilitator. This position supports strategic implementation by facilitating the Community Based Data Workgroup shared between HFC and SUAG, supporting the Boulder County Overdose Workgroup, and contributing to SUAG workgroups as appropriate. They also lead BCPH’s contributions to the Shared Measurement project in collaboration with the City of Boulder and Community Based Data Workgroup.
The Specialist builds and maintains collaborative relationships with community organizations, schools, healthcare providers, and other partners. This position works closely with internal staff and external stakeholders to align data collection and assessment efforts and identify opportunities to leverage shared data for prevention planning.
This role requires a self-directed professional who is comfortable working in complex, multi-stakeholder environments and balancing strategic thinking with detailed implementation. The nature of community-based work also requires someone who is highly collaborative with strong interpersonal and communication skills. The ideal candidate can manage multiple priorities, support both planning and operational tasks, and contribute to a collaborative team environment. Due to the nature of working with community, some evening and weekend work will be required.
This is a term limited position with an anticipated end date of December 25, 2027.
This is a full-time, benefited position that will work Monday - Friday 9:00am - 5:00pm with some evening and weekend work required. This position will work out of 3482 Broadway St., Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $63,828.00 - $77,886.00 Annually
Tentative Hiring Timeline:

New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Data, evaluation, and reporting- Lead data collection, evaluation, and reporting for the CDPHE EPIC grant, Boulder County Opioid Abatement grant, and other grants related to HFC and SUAG
- Collect, analyze, and interpret quantitative and qualitative data to identify community needs and priority populations
- Support data collection, analysis, and expansion of the Shared Measurement project in collaboration with the City of Boulder
- Ensure alignment of local data collection and reporting with CDPHE tools, frameworks, and guidance
- Collaborate with internal staff and partners to align data collection and leverage shared data
- Review and synthesize data from multiple sources and communicate findings in accessible formats
- Act as the lead for the HubSpot CRM for HFC and SUAG
- Lead tracking processes for HFC and SUAG including stipends and membership tracking
- Build and maintain collaborative relationships with community organizations, schools, healthcare providers, and partners
- Support community engagement efforts including outreach, tabling, newsletters, and engagement of priority populations (youth, LGBTQ+, Latine)
- Support meaningful youth engagement in prevention efforts
- Participate in overdose prevention initiatives such as the Boulder County Overdose Workgroup and OD Map support
- Facilitate the Community Based Data workgroup shared between HFC and SUAG
- Participate in SUAG and HFC coalition meetings
- Represent the Community Based Data workgroup on the HFC Steering Committee
- Other duties as assigned
- Employees may be reassigned during emergency situations
Depending on the outcome of current funding applications, the following may be additional duties and responsibilities:
- Use community data to inform CNCI priorities and evaluate equitable distribution of harm reduction resources
- Develop and maintain CNCI policies, procedures, inventory systems, and distribution processes
- Coordinate the implementation and day-to-day operations of the CNCI including naloxone ordering, inventory management, storage, distribution, and tracking
- Manage CNCI applications and support the coalition review process
- Coordinate collection and redistribution of expired naloxone
- Track CNCI performance measures and prepare reports for leadership and funders
- Coordinate naloxone deliveries, including outreach to rural communities and organizations with limited access to harm reduction resources; this includes delivering naloxone to organizations serving rural communities using a personal or County vehicle
- Co-facilitate the CNCI Advisory Workgroup with the SUAG Facilitator

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of:
- Master's degree in epidemiology, biostatistics, public health, or related field
AND
- Relevant coursework in epidemiology, biostatistics, disease surveillance, or related areas
