Department Profile

Corporate Services supports Morgan Stanley's global businesses through the delivery of workplace solutions, sourcing and vendor management, operational resilience, business continuity and third-party risk management capabilities. The division is responsible for establishing frameworks and controls that enable the Firm to effectively manage suppliers, outsourced services and operational risks while meeting regulatory obligations across multiple jurisdictions.
 

Background on the Team

Third Party Program Management (TPPM) is responsible for the governance, oversight and execution of Morgan Stanley's Third Party Risk Management framework. The team partners closely with Business Units and control functions to ensure the effective management of third-party relationships throughout their lifecycle, including onboarding, ongoing monitoring, risk assessment, governance and termination.
 

The team plays a critical role in supporting the Firm's operational resilience objectives, regulatory obligations and governance requirements relating to outsourcing and third-party risk management globally.
 

The Position

Morgan Stanley is seeking an experienced Executive Director to lead the TPPM Global Operations function while serving as the primary EMEA governance lead for Third Party Risk Management and Outsourcing.
 

This senior leadership position is responsible for global oversight of TPPM Operations delivery, including management of a global operations team, ownership of the operating model, performance oversight and continuous improvement initiatives. The role also has responsibility for leading governance activities across EMEA, chairing regional governance forums and ensuring compliance with applicable regulatory requirements and Firm policies.
 

The successful candidate will act as a senior representative of the Firm in regulatory engagements, industry forums and governance committees, whilst partnering closely with Business Units and control functions to strengthen the Firm's Third Party Risk Management capabilities.
 

Primary Responsibilities

  • Lead the Global TPPM Operations function, overseeing execution of end-to-end third-party lifecycle activities and ensuring delivery against established service levels and performance objectives.
  • Manage and develop a global team responsible for operational execution, governance support and continuous improvement activities.
  • Define and evolve the TPPM global operating model, including performance management frameworks, service delivery standards and operational controls.
  • Act as the EMEA governance lead for Third Party Risk Management and Outsourcing, including chairing governance forums and providing reporting to senior management and governance committees.
  • Ensure compliance with applicable regulatory requirements relating to outsourcing, third-party risk management and operational resilience across EMEA jurisdictions.
  • Serve as a senior representative of Morgan Stanley in regulatory engagements, thematic reviews, industry forums and external working groups.
  • Oversee risk identification, issue management and escalation processes relating to critical and high-risk third-party relationships.
  • Partner with stakeholders across Business Units, Legal, Compliance, Operational Risk, Information Security, Business Continuity Management and other control functions to strengthen governance and risk management practices.
  • Drive strategic initiatives focused on operational efficiency, process simplification, governance effectiveness and control enhancement.
  • Leverage data and management information to improve transparency, reporting, risk visibility and decision-making across the third-party lifecycle.
  • Support organisational development, succession planning and talent management across the TPPM Operations function.
     

Skills Required (Essential)

  • Significant experience in Third Party Risk Management, outsourcing governance, operational resilience, supplier governance or operational risk within a large, regulated financial institution.
  • Proven experience leading operational, governance or risk management functions within a complex global organisation.
  • Strong understanding of the regulatory environment relating to outsourcing, third-party risk management and operational resilience, particularly within EMEA.
  • Experience engaging with financial services regulators and supporting regulatory examinations, reviews and remediation programmes.
  • Demonstrated ability to influence and challenge senior stakeholders across business, risk and control functions.
  • Strong leadership and people management experience, including management of global and geographically dispersed teams.
  • Excellent communication, presentation and stakeholder management skills with the ability to engage effectively at Executive Committee and governance forum level.
  • Strong analytical, organisational and problem-solving skills with the ability to manage multiple priorities in a fast-paced environment.
  • Proven ability to identify risks, drive remediation and enhance governance and control frameworks.
     

Skills Required (Preferred)

  • Experience within a Global Systemically Important Bank (GSIB) or similarly regulated financial institution.
  • Knowledge of EBA, FCA, PRA, DORA and broader global outsourcing and third-party risk management requirements.
  • Experience supporting operational resilience and regulatory change programmes.
  • Experience leading large-scale transformation, operational improvement or governance enhancement initiatives.
