OVERVIEW

CR uses rigorous research, consumer insights, journalism, and policy expertise to inform purchase decisions, improve the products and services that businesses deliver, and drive regulatory and fair competitive practices.

Our advocacy work does that by making sure that companies prioritize safety, fairness, and honesty; by working to establish strong pro-consumer policies and protections; and by listening to people and empowering them to raise their voices to create change.

We are looking for a Senior Policy Analyst with a focus on Energy Affordability to provide technical leadership on utility regulation, electricity markets, energy efficiency, and emerging energy challenges such as data center load growth. In this position you will report to the Manager, Sustainability/Advocacy to identify and advocate for opportunities to reduce costs, improve consumer outcomes, and strengthen public participation in energy decision-making.

If you have a strong analytical background ( ideally in engineering, economics, law, utility regulation, or a related field), and the ability to translate complex technical issues into effective policy recommendations, advocacy strategies, and public-facing communications, we’re looking forward to meeting you.

This is a hybrid position.   This position is not eligible for sponsorship or relocation assistance. 

How You’ll Make An Impact:

You will work closely with Consumer Reports' advocacy, research, journalism, and campaign teams to help ensure that consumer voices influence critical energy decisions at both the state and national levels.  This includes:

  • Serving as a subject matter expert on utility regulation, ratepayer impacts, and energy affordability issues.
  • Analyzing utility rate cases, integrated resource plans, transmission and distribution investment proposals, and other regulatory proceedings to identify consumer impacts and opportunities to improve affordability.
  • Identifying opportunities where consumer engagement, public comments, storytelling, coalition advocacy, or other interventions can influence regulatory and policy outcomes.
  • Developing recommendations for Consumer Reports' participation in regulatory proceedings, legislative initiatives, and public policy campaigns.
  • Translating complex technical and regulatory issues into clear, accessible materials for consumers, policymakers, and media.
  • Advocating before Congress, various federal agencies, public utility commissions and other state/local-level entities as required.
  • Writing and transmitting letters, regulatory comments, legislative alerts, and reports.
  • Participating in media interviews to help get CR’s message to the public.
  • Collaborating across teams within the Consumer Impact division to maximize impact.
  • Developing strong, ongoing relationships with partners in other CR divisions, including those on content and research/testing teams.
  • Leveraging external advocacy partners and coalitions to make progress toward objectives.

ABOUT YOU

 

You’ll Be Highly Rated If:

  • You have a Bachelor’s Degree.
  • You have worked a minimum 5 years on utility regulation, energy policy, utility economics, public utility commission proceedings, energy markets, or related fields.
  • You have strong quantitative and analytical skills.
  • You bring excellent collaboration and interpersonal skills and can work cooperatively with individuals, groups, and organizations with varying interests.
  • You have strong analytical, communications, and persuasion skills.

FAIR PAY AND A JUST WORKPLACE

At Consumer Reports, we are committed to fair, transparent pay and we strive to provide competitive, market-informed compensation informed by location, as well as the candidate’s particular combination of knowledge, skills, competencies, and experience. It is expected that most qualified candidates will fall near the middle of the posted salary range. We have three locations: Yonkers, NY, Washington, DC and Colchester, CT. We are registered to do business in and can only hire from the following states and federal district: Arizona, California, Connecticut, Illinois, Maryland, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Texas, Vermont, Virginia and Washington, DC.

Salary ranges

  • NY: $120,000.00 - $130,000.00
  • DC: $105,000.00 - $115,000.00
