Non-exempt; Full time; 40 hours per week; Monday-Friday; 7:30 a.m. -4:30 p.m.; Full-Benefits

This technical position oversees asset data for the Division of Parks and Recreation using the Cartegraph Operations Management Software (“Cartegraph”). This position requires a variety of field and office work related to asset location, information gathering, equipment tagging, the development of spare part inventories and preventative maintenance plans. This position develops and coordinates data collection and reporting of information to support strategic planning and the prioritization of work to maintain and replace assets. Supervision is received from the Financial Office Manager.

NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy.  For external hires, offers are made at the base wage rate.

TOTAL COMPENSATION PACKAGE:

  • Collaborate with vendors and various departments gathering detailed information for assets and information for Cartegraph to operate effectively; implement and maintain database and files
  • Develop, compile, and generate Cartegraph reports
  • Work with staff to develop standard naming nomenclatures for data entry activities; create new asset categories and modify asset characteristics such as cost, type, criticality, or description
  • Review equipment records, equipment histories, asset record data for accuracy and completeness; makes data corrections to assure data quality
  • Gather asset information by driving to, and performing site visits to water and sewer facilities
  • Enter new assets into Esri ArcGIS and Cartegraph and ensures assets are labelled
  • Prepare and maintain accurate location and attribute records for horizontal assets using Esri ArcGIS and Cartegraph
  • Perform basic geographic analysis to create and update mapping projects
  • Participate in the development of procedures to collect and maintain data records, including assignment of asset codes, spare parts and similar information describing the equipment in Cartegraph
  • Participate in the development of asset inspection protocols; enter inspection criteria and frequencies in Cartegraph
  • Develop and implement preventative maintenance plans based upon manufacturer’s maintenance recommendations for assets; work with staff to define and create recurring maintenance activities in Cartegraph
  • Develop, maintain, and manage spare part inventories for critical assets
  • Using the standard reporting structure of Cartegraph, develop reporting tools providing information to management, maintenance, and engineering staff
  • Assist in analysis of asset information to evaluate asset condition and maintenance priorities.
  • Work with staff to provide guidance and support in the operation, use and capabilities of Cartegraph
  • Observe and comply with all County mandated safety rules, regulations, and protocols
  • Perform other related duties as required

  • High school diploma or equivalent
  • Minimum of 3 years of work experience in asset management, infrastructure data management, or a related field
Substitutions for the above-listed required education and experience an Associate’s Degree with 1 year of work experience as described above.

KNOWLEDGE/SKILLS/ABILITIES:
A successful incumbent operating in this role displays the following:
  • Basic knowledge of the principles and practices of a comprehensive asset management program
  • Knowledge of methods and techniques of evaluating materials and equipment and assigning asset codes consistent with approved nomenclatures
  • Knowledge of operational characteristics of the processes, materials and equipment used 
  • Knowledge of asset management software 
  • Basic knowledge of geographic analysis
  • Skilled in developing and coordinating data collection and reporting
  • Skilled in variety of asset assessment and data gathering
  • Strong computer skills and considerable knowledge in the use of spreadsheets, databases, and word processing software, and GIS software
  • Strong and effective spoken and written (English) communication skills, including the ability to prepare and present clear, concise reports, data and development information to public officials, professional peers, media representatives, citizen groups and others
  • Ability to read and interpret civil, mechanical, and electrical engineering drawings, shop fabrication drawings, equipment submittals and other related technical literature
  • Ability to independently travel to sites
  • Ability to develop and maintain effective working relationships with co-workers, public officials and other government agencies, developers, consultants, and the public

PREFERNECE MAY BE GIVEN FOR:

  • Work experience with Cartegraph or other asset management software
  • Work experience or training in a database environment
  • Work experience in a parks environment 
  • Related work experience in municipal or local government

Physical Requirements / Working Conditions:
  • While working in this position, the employee is required to constantly sit; and rarely walk
  • While working in this position, the employee is required to constantly work indoors; and rarely work outdoors, walk on uneven ground and near machinery
  • Ability to provide own transportation to meetings, site visits, etc. as needed
  • Available for occasional evening/weekend hours as needed for meetings, special projects, etc.
