Legislative Analyst (14822, Grade 28)

The Maryland-National Capital Park and Planning Commission (M-NCPPC) is seeking an In-House Legislative Superstar.  A national leader in public parks, recreation, and the regulation of real estate development is searching for a Legislative Analyst with real world experience for its in-house Legislative Team.  
 
The Maryland-National Capital Park and Planning Commission is a first-in-class regional agency with approximately 2500 full-time employees who serve the residents of Maryland in Prince George's and Montgomery Counties.  As a Legislative Analyst, you are responsible for tracking legislation, assisting the preparation of responses to new bills, coordinating testimony by Commission subject matter experts, and communicating with legislative staff. Daily job duties may include attending public meetings, conducting research, meeting with Commission leaders, scheduling meetings and conferences, and preparing reports and tracking documents.  

You will be responsible for completing a full range of assignments before, during and after the State’s legislative session, as well as a limited number of special projects including the development of training materials to implement legislative objectives.   You will coordinate with internal and external stakeholders and serve as an adviser on legislative management matters.   You will occasionally be expected to meet tight deadlines and, at all times, appropriately manage highly confidential or sensitive information.  Additional duties include draftingtalking points, position statements, informational fact sheets and presentation slides in support of each department’s legislative priorities.  The position also requires the ability to attend bill hearings and to independently meet and consult with state and local legislators and their staffers to discuss the Commission’s legislative priorities and to discuss proposed amendments regarding land use, and bi-county government agency bills.  Tracking legislation, researching topics, and flagging relevant legislation for various departments within the Commission is also a key component of the work.  The legislative analyst also coordinates with the Commission’s lobbyists to ensure the legislative priorities are implemented and bond bills and capital initiatives are supported and included within the state’s budget.

The ideal candidate will possess:

• 1-2 years Experience or substantive legal coursework in one or more relevant specialties – e.g., administrative law, real property, public administration).
• 1-2 years Experience clerking, interning or working for a legislative body, agency or legislator.
• Ability to manage client communication and expectations and to prioritize a demanding work program.
• Strong and effective communication skills and the exercise of sound discretion and professional judgment to work with Commission staff, Department Heads, and Commission Officials.
• A dynamic professional style supported by the technical self-confidence needed to develop creative solutions that engender client trust.

1. Bachelor’s Degree in Political Science, Governmental Affairs, Public Administration or any related field.
2. Four (4) years of progressively responsible professional level legislative or government affairs experience.
3. An equivalent combination of education and experience may be substituted, which total eight (8) years. 
4. Valid driver’s license in accordance with both state and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
