About the Role

Simfer is seeking an experienced and dynamic Manager, Expatriate Services & In-Country Rewards & Benefits to join our Human Resources leadership team in Conakry, Guinea.

The role is residential in Conakry.

Reporting to the Senior Manager Human Resources, this pivotal role will drive the successful delivery of expatriate services and locally-based rewards and benefits programs, ensuring operational excellence, compliance, and a world-class employee experience as Simfer transitions into operations.

As the Manager, Expatriate Services & In-Country Rewards & Benefits, you will lead the full expatriate employee lifecycle while overseeing the governance and continuous improvement of Guinea-specific remuneration and benefits programs. You will work closely with HR leaders, business stakeholders, authorities, and service providers to ensure efficient, compliant, and employee-focused service delivery.

This is a highly visible leadership position offering the opportunity to influence workforce strategy, support localization initiatives, and establish scalable HR services within one of Africa's most significant mining developments.

Key Responsibilities

  • Lead the end-to-end expatriate lifecycle, including mobilization, onboarding, assignment management, extensions, redeployment, and offboarding.

  • Ensure compliance with immigration, visa, work permit, and residency requirements.

  • Act as the primary liaison with Global Mobility and AoE teams, immigration authorities, and external service providers.

  • Oversee expatriate housing, relocation, and onboarding programs.

  • Manage expatriate employee relations matters and advise leaders on assignment-related issues.

  • Lead the governance and continuous improvement of Guinea-specific remuneration and benefits programs.

  • Manage local benefits arrangements including medical insurance, transportation, housing-related benefits, allowances, and other employee provisions.

  • Lead annual remuneration reviews, salary benchmarking, and market competitiveness assessments.

  • Provide workforce analytics and insights on employee costs, retention risks, benefits utilization, and market trends.

  • Lead, coach, and develop the Expatriate Services and In-Country Rewards & Benefits team.

  • Drive strong governance, compliance, and risk management practices aligned with Simfer and Group standards.

  • Foster a culture of accountability, collaboration, customer service, and continuous improvement.

  • Manage vendor relationships to ensure quality, compliance, and cost-effective service delivery.

  • Support Simfer's transition to operations by implementing scalable and fit-for-purpose workforce solutions.

What We're Looking For

  • Degree in Human Resources, Business, Finance, Law, or a related discipline.

  • Minimum 15 years of progressive HR generalist and managerial experience, including:

    • Expatriate management and global mobility

    • Employee relations

    • Compensation, rewards, and benefits

    • HR operations and business partnering

  • Strong HR generalist background combining operational delivery, compliance, employee relations, and rewards expertise.

  • Proven experience managing complex employee relations matters.

  • Demonstrated success influencing and partnering with senior stakeholders across diverse functions, cultures, and geographies.

  • Experience leading teams and driving service excellence, governance, and continuous improvement initiatives.

  • Experience working in Africa or similarly complex regulatory environments is highly desirable.

  • Fluency in English and French is preferred for the role.

About the Simandou Project
The Simandou Iron Ore Project is located in the Republic of Guinea, West Africa. It is Africa’s largest infrastructure and mining project and represents one of the largest known reserves of high-grade iron ore in the world.

Rio Tinto holds rights to Simandou Blocks 3 and 4 through SimFer, a joint venture between the Government of the Republic of Guinea, Rio Tinto and Chalco Iron Ore Holdings (CIOH). Construction of the mine, together with the associated rail and port infrastructure, is well underway with first production from the SimFer mine expected in 2025.
