ITN Campaign Logistics Manager

Key Accountabilities

Strategic Leadership & Systems Design (25%)

• Supply Chain Strategy: Design and lead the overall logistics and supply chain strategy for the mass campaign, covering quantification, last-mile distribution, and reverse logistics, ensuring alignment with donor requirements, MoH policies, and MSH’s quality standards.
• Operational Oversight: Translate the campaign work plan into a comprehensive, time-bound logistics operational plan with clear milestones, resource allocation, and risk mitigation strategies. Monitor and adjust the plan proactively against changing field realities.
• Policy & Process Development: Establish, document, and enforce robust Standard Operating Procedures (SOPs) for all logistics phases, including warehouse management, transportation, inventory control, and waste management, setting a gold standard for campaign accountability.
• Cross-Functional Leadership: Act as the logistics lead on the senior campaign leadership team, proactively flagging risks, proposing solutions, and integrating logistics considerations into broader project decisions.

Team Management & Capacity Building (25%)

• Team Leadership: Directly manage, mentor, and performance-manage a team of Logistics Advisors and Consultants. Set clear individual performance objectives, conduct regular check-ins, and support professional development.
• Workforce Planning: Lead the recruitment, onboarding, and deployment of surge logistics staff (e.g., warehouse managers, monitors) for all campaign states, ensuring teams are in place on time and are fully equipped to perform.
• Capacity Strengthening: Design and oversee a targeted capacity-building plan for SMEP and LMCU logistics staff. Move beyond basic training to include on-the-job coaching, supportive supervision, and formal skills transfer to strengthen the national system.
• Performance Culture: Foster a culture of zero tolerance for commodity leakage and fraud. Lead by example and hold all logistics staff accountable to the highest ethical and performance standards.

Technical Oversight & Supply Chain Operations (30%)

• Quantification & Planning: Lead the final quantification of ITNs and non-net commodities using a data-driven approach. Critically review state-level microplans to ensure the distribution plan and team structures are operationally feasible and optimized for cost and time.
• In-Country Logistics Management: Manage the relationship with appointed 3PLs (Third-Party Logistics providers) for warehousing and transportation, holding them accountable to key performance indicators (KPIs) for on-time, in-full deliveries from national warehouses to last-mile distribution points.
• Accountability & Inventory Control: Institute a failsafe inventory management system that tracks nets by the bale from the state hub to the household, ensuring real-time reconciliation between physical stock, paper-based records (LRRT), and digital platforms.
• Reverse Logistics: Plan and oversee the secure, efficient, and fully documented reverse logistics of unused ITNs from thousands of distribution points back to central storage, transforming a common programmatic risk into a controlled, auditable process.

Data Management, Reporting & Reconciliation (15%)

• Data Integrity: Work jointly with the M&E and Digital Health teams as the logistics data owner. Lead the process to triangulate, reconcile, and finalize all ITN campaign data, resolving discrepancies between the LRRT record, digital platform data, and physical counts before declaring final results.
• High-Quality Reporting: Be directly responsible for the accuracy and timely submission of all national logistics reports, particularly the final Logistics Report and Reconciliation Tool (LRRT). Author and present a final logistics close-out report to the Project Manager and donors.
• Evidence-Based Adaptation: Use real-time logistics data (stock levels, transit times, consumption rates) to recommend and implement tactical adjustments to the distribution plan to enhance efficiency and prevent stock-outs or surpluses.

Stakeholder Coordination & Representation (5%)

• National Representation: Represent the project in all high-level logistics coordination forums with the National Malaria Elimination Program (NMEP), donors, and partners. Proactively manage these relationships to ensure alignment, resolve bottlenecks, and advocate for necessary policy or process changes.
• Issue Escalation & Management: Serve as the single point of contact for the Project Manager for any major logistics incident. Lead the investigation and resolution of serious supply chain disruptions, losses, or quality issues with a solutions-oriented approach.

QUALIFICATIONS

•  A postgraduate degree in Pharmacy, Supply Chain Management, Public Health, or a related business/management field. A Bachelor of Pharmacy degree with significant additional relevant experience may be considered.
• Minimum of 8–10 years of progressive professional experience in supply chain and logistics management within large-scale public health programs in Nigeria.
• At least 5 years of proven, direct, and continuous experience in a senior logistics leadership role for at least three (3) ITN mass campaigns, from microplanning to final reconciliation.
• Demonstrable experience in directly managing and developing a multi-disciplinary, dispersed team of professional staff, including performance management.
• Extensive experience negotiating and managing third-party logistics (3PL) contracts for warehousing and transportation.
• Proven track record of engaging strategically with senior government stakeholders at the national and state level (e.g., NMEP, SMEP, DPS and LMCU Coordinators).

Desirable

• Professional certification in supply chain management (e.g., CIPS, CSCP, SCPro) or project management (PMP, PRINCE2) will be an added advantage.
• In-depth understanding of Nigeria's pharmaceutical importation and customs clearance processes for health commodities.

• Digital & Data Proficiency: Expert-level user of Microsoft Excel for complex data analysis. Strong knowledge of database tools, logistics management information systems (LMIS), and digital health platforms used in campaigns (e.g., Red Rose, ODK)
