Parks/Facilities/Natural Resources Supervisor

• Schedules, trains, supervises, and evaluates the work of assigned staff in the Parks/Facilities/Natural Resource maintenance and operation activities; assists in recruitment selection and promotion.
• Develops, maintains, and enforces standard operating procedures, division safety programs; conducts safety meetings.
• Plans, coordinates, performs and supervises maintenance and operations related to the installation, repair, replacement, inspection and monitoring of park and playground equipment, site amenities, turf and landscape areas, sports fields and the City’s urban forestry program.
• Plans, organizes and schedules a comprehensive maintenance management program for all City parks, facilities and natural resource areas, including the City’s integrated pest management program.
• Oversees and supervises operations relating to the construction, maintenance, repair, monitoring, and programming of the City’s facilities including plumbing, electrical, carpentry, heating, ventilation, and alarm systems.
• Oversees and supervises operations relating to the construction, maintenance and repair of recreational trails and trail related features, forest land, habitat enhancement projects, ecological restoration projects, storm water facilities and other components of the City’s natural resource, recreational and open space areas.
• Assists in planning and coordinating the City’s composting activities in Compliance with Federal and State regulations.
• Determines and recommends equipment, materials, and staffing needs for assigned projects and programs; researches new processes, equipment and technology and presents recommendations to management.
• Operates tools, vehicles, and equipment related to the construction, installation, maintenance, and repair of City parks, playgrounds, facilities and natural resource areas and structures.
• Maintains inventory and Safety SDS) for the proper use, storage and disposal of all chemicals, fuels and other hazardous substances division staff may work with or around. Ensures SDS’s are readily available to division staff and that division staff have read and understand the information contained in them.
• Coordinates and oversees division purchasing functions.
• Assists in developing, administering and inspecting contracts and other services as assigned; monitoring and inspecting awarded contracts; maintaining project records and monitoring expenditures and processing adjustments; assists in the preparation and implementation of Capital Improvement Programs.
• Participates in the preparation and administration of assigned budget.
• Prepares and maintains accurate, clear, and concise records, databases, files, and reports.
• Coordinates assigned parks, facilities and natural resources maintenance and operations activities with other divisions, departments, outside agencies, volunteers and contractors, etc.
• Develops and maintains positive public relationships; provides information, receives, investigates and responds timely to customer complaints and concerns.
• Performs all other related duties as assigned.

EXPERIENCE AND TRAINING

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Equivalent to graduation from high school, supplemented by college level coursework in landscape maintenance, natural resources or a related field, and at least four (4) years progressive experience in the construction, maintenance, installation, repair and operation of parks, forests, or other recreational areas or facilities; and at least two (2) years supervisory experience.

Knowledge of: Applicable Federal, State and local laws, ordinances and regulations relevant to assigned duties; principles and practices of employee supervision, including work planning,  assignment,  training, review, evaluation and discipline of staff; operational functions of parks, playground, turf and sports field maintenance and installation, landscape maintenance; tree care; irrigation and drainage system repair, installation and maintenance; plumbing, electrical, carpentry, heating, ventilation, and alarm systems; operational functions of natural resource, recreational and open space area construction, maintenance and repair; habitat protection and enhancement; forest management activities; trails, bridges, fences and access road repairs and maintenance; proper materials, tools, equipment and procedures required to safely and efficiently perform duties in area of responsibility; principles of contract administration for parks, facilities or natural resource projects; basic principles and practices of budget and Capital Improvement Program administration and accountability; safety principles and practices including equipment and hazardous materials; principles and procedures for recordkeeping, purchasing, and inventory control; modern office procedures, personal computers and applicable software programs; principles and practices of effective customer service, both in person and over the telephone.

Ability to: Oversee, direct, and coordinate technical and operational work of assigned staff, including training, motivating, counseling and evaluating; coordinate and supervise parks, facilities, natural resource areas and storm water maintenance, repair and construction projects; perform contract management and site inspection processes; perform, read, understand, interpret and apply a wide variety of general plans and technical written materials; calculate cost estimates and determine quantities of material and personnel requirements; prepare accurate written and/or typed materials, including work orders, requisition forms and other reports; communicate effectively, both orally and in writing; provide operational supervision to assigned staff; determine and assign priorities in emergency situations; operate a personal computer including spreadsheet, records management, and word processing applications; establish and maintain cooperative working relationships with a wide variety of community partners; maintain an efficient system of response to the diverse needs and inquiries from the public; maintain cooperative and effective working relationships with other departments and staff contacted in the course of work.

• Possess a valid California Class C Driver’s License.
• Obtain a National Playground Safety Institute Playground Safety Inspector Certificate within twelve (12) months of employment.
• Willing and available to work extended and/or varying hours as necessary to complete duties, including responding to emergency calls on a 24-hour basis.
• A commitment to understand and support diversity and inclusion in the workplace.
• Willing and available to attend meetings after normal work hours and to travel for trainings and/or meetings as required.
• May require a valid Commercial Driver’s License, including participating in the Federally Mandated Drug and Alcohol testing program.
• Other certificate(s) or license(s) specific to functional area of assignment may be required.

PHYSICAL REQUIREMENTS

Work is generally performed in both a general office and field environment. Must be able to perform the physical aspects of the job, including sitting and standing for periods of time; stooping, bending, kneeling, crouching, reaching and twisting; lifting, pushing, pulling; lifting or carrying up to 50 pounds; inspecting project sites including traversing rough/uneven terrain and working at heights up to 35 feet; operating a motor vehicle; operating a computer; hearing and speech to communicate in person and over the telephone; working outside in varying weather conditions; working with and around heavy equipment, solvents, fuels, cleaning and painting vapors, compressed gas, strong odors, dust, pollen and other particulates.
