The Division Manager – Custodial & Landscaping Services provides leadership, strategic direction, and operational oversight for the County’s custodial, landscaping, pest control, and related facility support services across a large and diverse portfolio.


Reporting to the General Manager, this role is responsible for integrating service delivery, financial planning, contract management, and data-driven performance systems to ensure efficient, cost-effective, and high-quality services aligned with County priorities.

Special Salary Information:

This position is subject to the provisions of the Management Appraisal of Performance Plan (MAPP). Initial salary placement and subsequent salary adjustments will be made in accordance with MAPP guidelines and regulations.

Executive Leadership & Organizational Management
  • Oversees and manages custodial and landscaping operations across multiple County facilities and service environments to ensure efficient, compliant, and customer-focused service delivery 
  • Directs and develops a multi-layered organization including managers, supervisors, and administrative functions to achieve organizational goals and operational objectives. 
  • Establishes division-wide performance standards, accountability measures, and organizational priorities aligned with departmental strategy initiatives. 
  • Leads workforce planning, organizational design, and succession strategies to support operational and business objectives. 
  • Manages labor relations within a unionized environment, ensuring compliance with applicable Memorandums of Understanding (MOUs), County policies, and labor regulations. 

Strategic Operations Oversight
  • Develops and implements service delivery strategies, tiered service models, and Service Level Agreements (SLAs) to align services with customer needs and funding levels. 
  • Drives consistency, standardization, and operational efficiency across all service areas.

Data-Driven Performance Management & Technology
  • Develops and implements performance metrics, indicators, dashboards, and reporting tools to monitor service delivery, contractor performance, and operational efficiency. 
  • Uses data analytics to identify trends, inform decision-making, and drive continuous improvement. 
  • Leads the implementation of advanced technologies and systems to improve operational efficiency, service tracking, and performance management. 

Financial Strategy & Contract Management
  • Directs budget planning, financial oversight, expenditure management, and contract-related spending for the division. 
  • Leads or coordinates the development and refinement of rate structures, cost recovery models, and chargeback methodologies in coordination with PLAD and Finance. 
  • Administers contract development, scope creation, service specifications, and compliance standards to ensure contractor accountability and service quality. 
  • Identifies cost drivers, contract inefficiencies, and performance gaps; implements strategies to improve cost control, service quality, and contract value. 
  • Ensures financial accountability, audit readiness, and alignment between service delivery outcomes and funding allocations. 

Operational Efficiency & Process Improvement
  • Implements operational improvements through process redesign, workflow optimization, and system enhancements.

Policy, Programs, Equity & Sustainability
  • Leads implementation of Countywide and Board-directed initiatives, including sustainability, service expansion, and special programs. 
  • Develops policies, guidelines, and operational frameworks to ensure compliance and alignment with departmental priorities. 
  • Promotes equitable service delivery and ensures services support the diverse needs of County departments and communities. 
  • Ensures services meet all applicable regulatory, environmental, and safety requirements. 

Executive Reporting, Stakeholder Coordination & Customer Experience
  • Serves as a key liaison with County departments, leadership, contractors, and external partners. 
  • Resolves customer service concerns and implements service improvements to enhance customer satisfaction and public perception. 

Emergency Management & Service Continuity
  • Leads emergency response and service continuity efforts for custodial and landscaping operations, ensuring rapid mobilization and continuity of critical services. 
  • Coordinates emergency custodial response activities involving biohazards, hazardous materials, natural disasters, public health incidents, and continuity of essential County services.

Service Model Transformation & Business Integration
  • Leads the transition to a performance-based, cost-recovery service model, integrating operations, finance, and customer service strategies. 
  • Ensures alignment between service delivery, financial performance, and customer expectations.

Requirements to Qualify:


(You must POSSESS and CLEARLY EXPRESS detailed years' of experience performing relevant duties, related to the requirement below within your online job application. Be sure to include this information in the “Experience” section of your online job application.)


Five years of experience managing custodial and landscaping* services for an organization with multiple operational units at the level of Section Manager, Custodial Services, ISD. The experience must include directing the budget, personnel, fiscal, and other administrative functions.

You must meet the above requirement(s) in order to be appointed to fill any vacancies related to this recruitment.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
 
PHYSICAL CLASS:
 

Physical Class 2 - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.


Special Requirements Information:

*Managing custodial and landscaping is defined as managed at the level of Section Manager, Custodial Services, ISD. Managed custodial and landscaping staff through subordinate supervisor(s). Measures staff performance and ensures accountability through performance evaluations and disciplinary actions. Plans, directs, coordinates, and oversees custodial cleaning and grounds-maintenance operations, including personnel, scheduling, budgets, equipment, safety compliance, service quality, and daily operational performance.


Desirable Qualifications / Weighted Parts:

Additional credit will be given to applicants that possess the following desirable qualifications in education and experience.


Education:

  • Bachelor’s degree in business administration, public administration, facilities management, or a related field. 

  • Master’s degree in business administration, public administration, facilities management, or a related field.

Management-Level Experience in the following areas:

  • Custodial work and landscaping in a large public sector or government organization.
  • Contract management.
  • Procurement.
  • Vendor performance oversight.
  • Implementing Key Performance Indicators (KPIs), dashboards, and data-driven performance systems. 
  • Developing cost recovery models, rate structures, or chargeback systems. 
  • Working in a unionized environment. 
  • Sustainability practices related to custodial and landscaping services.

EXAMINATION CONTENT:


This assessment type will evaluate the education and experience you list on a supplemental questionnaire and assign a score based on a standardized scoring system worth 100% of your total score. This part of the assessment is worth 100% of your total score and assesses:  Desirable Qualifications.
 
Applicants must receive a passing score of 70% or higher on the assessment to be added to the Eligible List.
