Project Engineer

PIPECARE Group is looking for an experienced Project Engineer to join our team in Dammam, Saudi Arabia.

Project Engineer is responsible for planing, coordinating, and supporting the safe and effective execution of pipeline pigging and inline inspection (ILI) projects from project handover through close-out. The role reviews technical and client requirements, prepares execution documentation, coordinates resources and third-party services, monitors schedule and cost performance, supports field operations and troubleshooting, and ensures that project records and deliverables comply with PIPECARE QHSE requirements and applicable client standards.
Key Responsibilities & Authorities

• Plan and coordinate pipeline pigging and inline inspection (ILI) activities from project handover through completion.
• Review project scope, technical specifications, drawings, and client requirements to confirm execution readiness.
• Prepare project execution plans, method statements, risk assessments, procedures, and other required technical documentation.
• Coordinate with Operations, Tool Management, Logistics, HSE, Data Analysis, Procurement, and other internal departments.
• Monitor project schedules, mobilization activities, resource allocation, and readiness milestones.
• Support site execution activities, including launching, receiving, cleaning, gauging, calibration, and inspection runs.
• Ensure pigging tools, inspection tools, ancillary equipment, and consumables are prepared in accordance with project requirements.
• Coordinate third-party services, including nitrogen pumping, compressors, pipeline cleaning services, cranes, and temporary facilities.
• Attend project kick-off meetings with the Project Manager, technical meetings, and client discussions, and follow up on agreed actions.
• Prepare daily progress reports, operational reports, technical reports, and project correspondence.
• Monitor project costs, approved budgets, material usage, and cost variances, and promptly escalate exceptions.
• Ensure compliance with PIPECARE QHSE standards, approved risk controls, and client safety requirements throughout project preparation and execution.
• Assist in troubleshooting operational issues, including stuck tools, tool speed control, communication failures, and launcher or receiver limitations.
• Coordinate with Data Analysis teams for secure inspection data transfer, data quality requirements, and reporting deliverables.
• Maintain complete project records, lessons learned, technical correspondence, approvals, and close-out documentation.

Requirements

• Bachelor’s degree in Mechanical Engineering or another relevant engineering discipline.
• Minimum two years of relevant experience in project engineering, operations planning, pipeline services, oil and gas, or EPC contracting.
• Knowledge of pipeline pigging and inline inspection operations, associated equipment, project documentation, and field execution requirements.
• Experience with ADNOC Onshore and/or ADNOC Offshore projects is preferred, particularly knowledge of documentation and submission requirements in accordance with their standards.
• Intermediate proficiency in Microsoft Word, Excel, Outlook, and project reporting tools.
• Fluent written and spoken English; knowledge of the principal language of the assigned territory is an advantage.
• Ability and willingness to travel extensively and support site activities as required.

Accountable for the timely, safe, technically compliant, and cost-effective preparation and execution support of assigned projects within the approved scope, schedule, and budget.

Physical and Mental Requirements:

• Lifting and Carrying: Ability to lift and carry up to 50 pounds.
• Mobility: Must be able to walk and climb to perform duties, including maneuvering within a refinery or plant environment and accessing elevated platforms via ladders and stairwells.
• Communication: Sufficient clarity of speech and hearing, or other communication capabilities, to communicate effectively.
• Focus and Multitasking: Ability to maintain focus and multitask effectively.
• Safety Equipment: Must be able to wear safety equipment as required by the safety department for personal protection, if/where needed in manufacturing environments.
• Personal Mobility and Reflexes: Sufficient personal mobility and physical reflexes, with or without reasonable accommodations, to perform office duties and travel to off-site locations when necessary.
