Description

Senior Financial Analyst

Tri-County Electric Cooperative (TCEC)

POSITION PURPOSE:

This position exists to strengthen the Cooperative's financial decision-making through forward-looking analysis, financial modeling, and disciplined evaluation of alternatives. The Senior Financial Analyst develops and maintains long-range financial models, with particular emphasis on CFC Compass/CompassPro and related CFC financial tools, and translates complex financial information into practical recommendations for leadership. This is a Finance role focused on forecasting, scenario analysis, capital planning, debt strategy, rates, liquidity, and financial stewardship-not transactional accounting.

JOB DIMENSIONS:

Internal Responsibility - Serves as a highly analytical individual contributor within Finance. Partners with the Controller, Vice President of Finance, and other leaders to develop reliable financial forecasts, evaluate major financial decisions, and improve the Cooperative's ability to understand the long-term consequences of current decisions.

External Responsibility - Works effectively with CFC and other lenders, financial advisors, auditors, consultants, and industry resources as needed to ensure TCEC's modeling assumptions, financing alternatives, and financial practices reflect reasonable electric cooperative best practices.

PRINCIPAL ACCOUNTABILITIES:

  • Owns, develops, and maintains TCEC's CFC Compass/CompassPro financial model and becomes the Cooperative's internal subject-matter resource for CFC financial modeling tools.
  • Builds and maintains credible long-range financial forecasts integrating load and member growth, revenues, rates and riders, operating expenses, capital requirements, debt service, liquidity, equity, and other significant financial assumptions.
  • Develops scenario and sensitivity analyses that clearly compare financial alternatives and identify the member impact, risks, tradeoffs, and long-term consequences of major decisions.
  • Provides financial analysis supporting debt strategy, refinancing opportunities, debt repayment, borrowing alternatives, interest expense, lender requirements, and the appropriate use of cash versus financing.
  • Partners with CFC to develop TCEC's initial Compass model, validate assumptions and outputs, and build internal expertise so the Cooperative can independently understand, challenge, and maintain the model.
  • Supports rate, rider, and revenue analysis, including the financial effects of growth, changing energy sales, capital requirements, debt obligations, and alternative repayment strategies.
  • Analyzes capital plans, construction work plans, facilities, reliability investments, ROW, line inspections, and other significant initiatives to help leadership understand affordability, timing, cash requirements, and financing implications.
  • Produces concise financial dashboards, forecasts, presentations, and decision materials for the Controller, Vice President of Finance, President & Chief Executive Officer, and lenders.
  • Challenges assumptions constructively. Identifies inconsistencies, missing inputs, emerging risks, and opportunities rather than simply reporting results produced by a model.
  • Works with Accounting and other departments to obtain accurate source information while maintaining a clear Finance orientation toward analysis, forecasting, decision support, and future outcomes.
  • Maintains strong working knowledge of electric cooperative financial measures, lender expectations, CFC financial policies and tools, RUS Form 7 information, and other measures relevant to TCEC's financial health.
  • Supports annual budgeting and forecasting by connecting near-term budgets to TCEC's longer-term financial outlook and strategic financial objectives.
  • Continually improves TCEC's financial modeling capability, documentation, assumptions, data quality, and repeatability so models remain useful decision tools rather than one-time exercises.
  • Supports the Controller with other financial analysis and duties as assigned.

MINIMUM REQUIREMENTS:

Education and Experience: A bachelor's degree in Finance is strongly preferred. A bachelor's degree in Accounting may be considered when accompanied by demonstrated experience in financial modeling, forecasting, corporate finance, treasury, or financial planning and analysis. A bachelor's degree in economics, business, mathematics, data analytics, or another relevant field may be considered when substantial directly relevant experience demonstrates the financial judgment and modeling capability required for the role.

Financial Modeling Experience: Demonstrated experience building, maintaining, and interpreting multi-year financial models is required. Experience with CFC Compass/CompassPro is strongly preferred; electric cooperative, utility, lender, FP&A, treasury, corporate finance, or similar capital-intensive industry experience is highly desirable. The successful candidate must be able to move beyond historical reporting and use financial information to evaluate future alternatives.

Knowledge/Skills/Abilities: Advanced Excel and financial modeling capability are required. Must demonstrate strong analytical judgment, intellectual curiosity, attention to model integrity, and the ability to explain complex financial relationships in plain language. Must be comfortable questioning assumptions, working with incomplete information, developing reasonable alternatives, and making practical recommendations. Familiarity with CFC, RUS Form 7, cooperative finance, debt structures, rates, liquidity, equity, and lender metrics is beneficial. Strong written and oral communication skills and professional discretion are required.
