Description
This is an administrative position with the responsibility for assisting in the development and implementation of all aspects of administration for the Traffic Violations Agency. The incumbent advises and makes recommendations to the Commissioner on all of these issues as well as related budgetary matters. General supervision is received from the Commissioner or a designee, with considerable leeway for exercising independent judgment in the planning of work assignments and implementation of personnel policies, procedures and provisions of the collective bargaining agreements. Immediate supervision is exercised over personnel assigned.Acts as supervisor or manger to a team of TVA Representatives and other subordinate TVA staff.
Three years Continues and permanent status in the Traffic Violations Agency as a Traffic Violations Agency Representative.
OPEN COMPETITIVE:
Master's Degree from an accredited college or university and one year of administrative or management experience in an office environment.
Multicultural Sensitivity/Awareness.
Good knowledge of SEI software,
Good knowledge of laws, rules and regulations involving Traffic Violations Agency.
Good knowledge of the principles and practices of public administration.
Good knowledge of Microsoft Word, Excel, PowerPoint and Publisher Software.
Good Communication and Interpersonal skills, listening, speaking and writing.
Good Leadership skills,

- Works with and assists all TVA staff, including Prosecutor(s) and Hearing Officer(s), as well as with various staff members from other state and local agencies, law enforcement agencies, and court systems, for purposes of resolving miscellaneous issues and problems which may arise.
- Provides oversight and guidance to TVA Representatives and subordinate TVA staff regarding the planning, organization, scheduling and coordination of work operations and procedures related to their individual projects and tasks, and works with them to resolve issues and problematic situations.
- Coordinates office work flow to assure that production standards and goals are met.,
- Through the use of oral instruction, written material, and the answering of staff members questions, trains, cross-trains, and rotationally trains staff to ensure that adequate coverage of all duties is realized, that work distribution is equitable, that staff is able to properly apply new regulations and policies, and that staff is able to properly maneuver revised operating systems.
- Conducts staff meetings and coordinates other training activities as needed.
- Identifies significant issues and problems with machinery, staffing, operations, goal achievement, and security, and advises the Executive Director of such.
- Monitors the proper collection of fines through reviewing receipts and transaction summaries.
- Oversees the chain of custody of commercial paper between the TVA and Treasury Department.
- Resolves or finds help pertinent to resolving operating problems with unit computer systems and other technology required for smooth operation of the TVA.
- Prepares and provides information and recommendations to the Executive Director regarding annual budget development.,
- Prepares periodic personnel, budgetary, and production reports, and recommends appropriations.
- Prepares comprehensive reports inclusive of other reports and material provided by TVA representatives and other City Departments.
- Oversees and supervises department personnel in the daily inputting and maintenance of departmental payroll;
- reviews and approves all payrolls upon submission;
- assures accurate and timely distribution of payroll checks;
- Develops personnel policies and procedures and submits for approval and implementation;
- Works closely with Division Heads towards employee conflict resolution;
- Prepares correspondence between the Commissioner and various Department and Agency Heads;
- May sign non-technical letters and correspondences on behalf of the Commissioner of Public Works, Parks & Streets;
- Meets with and takes input from Division Heads, in the preparation of the annual budget;
- Inputs and verifies all budgetary information, including personnel and associated expenses, into the City of Buffalo Budgetary program;
- Receives and approves all purchase and service orders for the department;
- Works with Division Heads and Purchase Division on identifying purchase needs, etc.,
- Prepares and process purchase orders and directs reallocation and transfer of fund requests to the Budget Office;
- Performs related duties as required.
