Overhaul and Repair Mechanic

DEFINITION

Under general supervision, the Overhaul and Repair Mechanic performs skilled mechanical work as required to diagnose, maintain, repair, rebuild, overhaul, inspect and test NCTD buses, trains, and support vehicles. 

Overhaul and Repair Mechanic is primarily responsible for major disassembly, repair, rebuilding, assembly, diagnostic and testing duties in the process of overhauling NCTD buses, trains, non-revenue vehicles, and their components. This position is designated as Safety-Sensitive in accordance with Federal Railroad Administration (FRA), Federal Transit Administration, and Department of Transportation (DOT) regulations and will participate in a random testing pool under those guidelines.

This position reports to the Overhaul and Repair Foreman and has no direct supervisory responsibility. This position is expected to participate in the sharing of expert knowledge and as a vital member of the maintenance of equipment team.

The physical demands and work environment are characteristic of a shop maintenance environment; the essential functions and responsibilities of this position are performed in a maintenance facility shop environment in various weather conditions around moving vehicles and equipment. This position works in assigned areas and may include work on ladders and walking on uneven ground. The Overhaul and Repair Mechanic has frequent exposure to electrical, weather, mechanical and physical hazards and uses hand tools to perform a wide range of overhaul, installation, maintenance, and repair activities.

This position will work at various sites to support NCTD’s overhaul and repair needs.  Business travel may be required periodically between District sites, training facilities, governmental agencies, consultant’s facilities, and other locations as required. Work hours will vary in length and schedule. Night and weekend work will be required.

Essential Functions

Duties may include, but are not limited to the following:

• Performs troubleshooting, root cause analysis, repair, rebuilding, overhauling, and inspection procedures in relation to a variety of NCTD bus, train, and support vehicle equipment;
• Removes, repairs, rebuilds, overhauls, and installs components of NCTD buses, train, and support vehicle equipment such as power plants, transmissions, differentials, axles, wheels, hydraulic and electrical systems, climate control systems, valves, pumps, tanks, compressors, heat exchangers, piping, alternators, generators, distributors, starters, blowers, and fuel metering devices;
• Installs and adjusts sub-components on related engine components and repairs and calibrates various gauges and meters;
• Maintains and installs lighting circuits, alarms, safety circuits, interlocks, ignition systems, environmental systems, and related components;
• Operates and repairs shop equipment and other tools used to maintain, repair, and diagnose vehicle problems;
• Performs safety and preventive maintenance inspections as required by applicable Federal, State, and NCTD guidelines;
• Prepares written reports, documents defects and repairs on inspection forms, work orders, or designated computer programs;
• May familiarize other Mechanics in the proper method of performing their job;
• Enters data into NCTD’s Maintenance Management Information System.
• Knows and maintains compliance with all NCTD and applicable regulatory standards, including by not limited to FRA, FTA , FMCSA and/or CPUC.
• References parts catalogues and other sources to determine correct parts for specific applications.
• References manufacturer schematics (manual and online) to resolve maintenance issues.
• Maintains work area that is safe, clean organized.
• Safely operates equipment.
• Performs other related duties as required.

• High school diploma or GED required. 
• Minimum four (4) years of experience in the maintenance and repair of automotive and diesel-powered heavy equipment (such as diesel trucks, locomotives, rail cars/coaches, rail transit vehicles and buses) or equivalent experience. 

A combination of experience/skills and education to fulfill the requisite knowledge, skills, and abilities for this position may be considered.

• Possess and maintain a California driver’s license, Class C, with less than 6 points in the prior 36 month period and no DUI’s in the  prior 7 year period. .
• Must be able to become and maintain required qualification on NCTD-owned railroad properties.

• Must be capable of performing physically strenuous work on a continuous basis.
• Must be able to read and comprehend regulations and instructions as well as possess good verbal communication skills.
• Develop and maintain positive working relationships with coworkers, supervisors and/or customers and effectively handle conflict situations.
• Ability to maintain alertness, awareness, and vigilance.
• Good oral and written communication skills (provide clear instructions/directions).
• Pass pre-employment background check.
• Successfully complete, maintain and pass any required safety certification and testing on an annual basis.
• Knowledge of theory, operation, and repair of gasoline, compressed natural gas and diesel powered vehicles, including engines, transmissions, ignitions, and electrical, hydraulic/pneumatic, cooling, heating, and brake systems;
• Knowledge of industrial safety rules, regulations, and procedures as applied to bus and rail facilities.
• Know and apply general shop safety procedures.
• Familiarity with basic equipment and tools used in the maintenance and repair of large vehicles.

The employee must:

• Be able to hear, see, and communicate verbally to exchange information.
• Physically travel between District locations and other destinations.
• Work evenings when required.
  • Work in hazardous conditions and negotiate a variety of different and irregular terrain as is typical in a rail and transit environment.
• May be subject to fumes, odors, dust, gases, chemicals.
• Must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand.
• Walk extensively on uneven surfaces.
• Continuous bending, stooping, and kneeling are required for this position.

• Lift/carry and push/pull equipment and other objects weighing 25 lbs. (frequently), 50 lbs. (occasionally), and 75 lbs. (infrequently).

Machines / Tools / Equipment

• Ability to operate a personal computer, tablet, and Microsoft Office Suite programs.
• Ability to operate standard office equipment, including a fax and scanner machine, copy machine, and telephone.
• Ability to carry and operate a mobile device.
• Able to operate two-way radios.
