Location

This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of City Hall, located at 426 Brant Street, Burlington, ON. Work location is subject to change at the discretion of the City due to operational demands. Effective September 2027, this role will be required to be onsite a minimum of 50% of the time each month.

Position Overview

This position is responsible for the detailed design of municipal infrastructure projects, including roads, storm sewers, sidewalks, and active transportation. Translates concepts into detailed, construction-ready drawings that meet guideline, specification, and scope requirements.  Integrates technical design, utility coordination, functionality, and input from departments and external agencies to create a cost-effective design that enhances mobility, safety, and long-term asset performance.

Responsibilities

This position:

  • Produces functional and detailed municipal road and infrastructure designs, ensuring compliance with City, Provincial and Canadian standards, guidelines and design principles. Develops preliminary design layouts, concept designs, grading models, and early‑stage cost estimates to guide project direction, feasibility assessments, and capital planning.

  • Processes survey data, point files, and topographic information to create 3D surface models, existing ground conditions, and base plans. Identifies and resolves discrepancies or data gaps to ensure accuracy.

  • Collects, organizes, and compiles information from GIS, historical drawings, past surveys, technical reports, and CCTV storm sewer inspections to prepare comprehensive base design information files. Conducts stormwater analysis as required.

  • Imports and manipulate survey data to create digital terrain models, and develop horizontal and vertical alignments, profiles, cross‑sections, and quantity calculations.

  • Conducts site visits at project inception to review existing conditions, after base plan preparation to verify conflict areas and during other key project milestones and construction phases. Assist in resolving design issues that arise during construction.

  • Produces detailed municipal road and infrastructure designs and prepares complete tender drawing packages, ensuring all applicable standards, bylaws, and project‑specific requirements are met. Prepares technical explanations to support informed decision‑making by Project Managers and reviewing departments or agencies.

  • Responds to review comments from multiple stakeholders, coordinating and updating design revisions to achieve project objectives while ensuring alignment across all teams.

  • Prepares tender price and quantity schedules by identifying required project items and calculating associated quantities for inclusion in contract documents.

  • Prepares plans, drawings, technical data, and supporting documentation for approval applications, Environmental Assessments, and inter‑departmental reviews.

  • Participates in Public Information Centres, inter‑departmental meetings, and Environmental Assessments for assigned projects. Responds to public and stakeholder input.

  • Provides technical support in reviewing development applications, site plans, and detailed engineering design submissions to ensure conformity with current and future municipal road and infrastructure requirements.

  • Incorporates consultant and sub-consultants work into final design packages and ensures consistency with City standards and project objectives.

  • Prepares reports, presentations, drawings, and technical materials for internal review and Council consideration.

  • Completes annual cost estimates for the 10‑Year Capital Budget Forecast by reviewing proposed project scope, storm sewer CCTV videos, GIS information, Regional project requirements, and input from various City departments.

  • Responds to customer and stakeholder requests for engineering information as part of a rotating customer service role within the section.

Requirements

You have a three (3) year College Diploma in Civil Engineering, with emphasis on design and drafting skills. Designation as a Civil Engineering Technologist (CET) through the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) is an asset. You also have a minimum of five (5) years of experience, preferably at a municipal level, with proficiency in the use of AutoCAD, LDDT, and ArcView. 

To be successful in this role, you have strong communication and interpersonal skills. It will be important to build a rapport with colleagues and contractors and explain complex technical information in an easy-to-understand way. You effectively prioritize and organize your work to meet deadlines and pay close attention to details to ensure accuracy in your designs. You are also able to make decisions without having all the information readily available. This position may require occasional travel between sites and/or City facilities and must provide own transportation.
