Position Purpose
The Civil Construction Lead is responsible for leading and coordinating civil construction activities across assigned projects and work fronts, ensuring safe, compliant and efficient execution in accordance with approved drawings, specifications, project requirements, schedule, quality standards and HSE requirements. The role provides
day-to-day leadership to civil construction supervisors and contractors and acts as the primary civil construction focal point reporting to the Construction Manager.
Key Accountabilities / Responsibilities
•Lead and coordinate civil construction activities across assigned projects and work fronts.
• Report directly to the Construction Manager on construction progress, priorities, constraints, risks and required actions.
• Provide leadership and technical direction to Civil Construction Supervisors and contractor construction teams.
• Ensure construction activities are executed safely and in accordance with the approved Permit to Work (PTW) system, risk assessments, method statements and project HSE requirements.
• Promote Zero Harm principles and actively demonstrate Courage to Care, including intervention where unsafe acts or conditions are identified.
• Ensure contractors are fully prepared before mobilization, including approved drawings, materials, equipment, manpower, permits, work packs and access requirements.
• Coordinate civil works including earthworks, roads, drainage, foundations, concrete works, structural works, underground services, buildings and associated infrastructure.
• Review construction work packs, method statements, risk assessments and constructability requirements prior to execution.
• Monitor contractor performance, productivity and physical progress against the approved construction schedule.
• Identify construction constraints, interfaces and potential delays and coordinate their timely resolution.
• Coordinate closely with Engineering, HSE, QA/QC, Planning, Operations, Commissioning and other disciplines.
• Ensure construction activities comply with approved IFC drawings, specifications, applicable codes and project quality requirements.
• Raise and coordinate technical queries where site conditions, constructability issues or design conflicts are identified.
• Participate in site inspections, safety audits, quality inspections, construction reviews and coordination meetings.
• Ensure accurate reporting of physical progress and provide construction input to look-ahead schedules and progress reports.
• Coordinate interfaces between multiple contractors and disciplines, particularly where work is undertaken within or adjacent to operational facilities.
• Support system completion, punch-list closeout, mechanical completion, handover and commissioning activities.
• Ensure appropriate site records and construction documentation are maintained.
• Support the Construction Manager in establishing priorities, allocating resources and managing contractor performance.
• Mentor and develop local construction personnel and promote effective teamwork across the construction organization.
Education
• Bachelor's Degree in Civil Engineering from a recognized university.
• Relevant construction, HSE or project management certifications are advantageous.
Experience & Competencies
• Minimum 15 years of relevant construction experience, preferably within Oil & Gas, energy, industrial or major infrastructure projects.
• Significant experience in civil construction and site execution, including supervision and management of contractors.
• Strong experience working within multidisciplinary EPC/EPCM project environments.
• Demonstrated experience leading Civil Supervisors and coordinating multiple construction work fronts.
• Strong understanding of civil construction methods, drawings, specifications, QA/QC requirements and international construction practices.
• Good understanding of PTW systems, risk assessment and construction activities within operational facilities.
• Strong leadership, communication, coordination and problem-solving skills.
• Ability to manage priorities and resolve construction interfaces and site constraints.
• Good written and spoken English.
• Preference will be given to qualified local candidates from Basra with relevant Oil & Gas construction experience.
