Are you an experienced Employee and Labor Relations professional who thrives on solving complex challenges, fostering healthy workplace cultures, and guiding leaders at all levels toward positive solutions?

Join the Colorado Department of Revenue (CDOR) as a Senior Business Partner (Human Resources Specialist IV). In this high-impact, consultative role, you will serve as a trusted advisor across key department divisions—bridging employee relations and labor-management partnerships. Whether you’re conducting fair and objective workplace investigations, facilitating conflict resolution, conducting training, navigating statewide collective bargaining agreements, or shaping modern Human Resources practices, your work will directly empower our teams and support a workplace grounded in trust, respect, and accountability.

If you are a collaborative problem-solver ready to make a meaningful, agency-wide impact in public service, we encourage you to bring your expertise to CDOR!

As a Senior Human Resources Business Partner, you will:

• Lead Workplace Investigations: Conduct fair, objective, and timely investigations into workplace concerns, policy violations, and discrimination or harassment complaints, wrapping up with clear, actionable findings.

• Resolve Disputes & Mediate: Serve as a neutral facilitator to help colleagues and leaders talk through conflict, resolve issues, and build positive working relationships.

• Coach Leaders & Managers: Partner directly with supervisors across the department, offering trusted advice on performance coaching, employee relations, and best practices.

• Navigate Union & Labor Agreements: Serve as the go-to expert on our Statewide Partnership and Agency Side Agreement, helping assigned teams interpret and follow labor guidelines smoothly.

• Build & Lead Engaging Trainings: Create and deliver interactive training for teams and managers on topics like conflict resolution, labor relations, and performance management.

• Partner with State & Legal Experts: Collaborate closely with the Attorney General’s Office and Department of Personnel and Administration (DPA) on complex legal matters, grievances, and EEOC/CCRD claims.

• Keep Policies Current: Track changing employment laws and help refresh internal workplace policies to ensure our practices stay modern, fair, and compliant.

• Drive HR Improvements & Analytics: Work with HR dashboards and metrics to spot trends, streamline our everyday processes, and champion positive change across the agency.
