POSITION TITLE: YEDC Project Manager - Construction & Development
DEPT: YEDC
FLSA: Exempt
REPORTS TO: Deputy Director
PAY GRADE: GS 9-1 ($77,188.80 - $100,713.60)
POSITION SUMMARY:
The Project Manager – Construction & Development is responsible for planning, managing, supervising, and personally performing construction, renovation, refurbishment, and capital improvement projects throughout the Yurok Economic Development Corporation's portfolio of businesses and properties. This position serves as the lead project manager and working supervisor for projects involving commercial buildings, hotels, employee housing, RV parks, golf course facilities, retail operations, fuel stations, warehouses, and other YEDC-owned properties.
Unlike a traditional project management position, this role is expected to actively perform construction work alongside staff while directing project crews, operating heavy equipment, and ensuring projects are completed safely, efficiently, on schedule, and within budget. The Project Manager reports directly to the Executive Director and plays a key role in improving and expanding YEDC's facilities and infrastructure.
DUTIES AND RESPONSIBILITIES:
- Plan, organize, supervise, and personally perform construction and development projects.
- Lead remodeling, renovation, refurbishment, and modernization of existing facilities.
- Construct additions, improvements, and new facilities assigned.
- Rebuild and rehabilitate residential homes and employee housing.
- Complete tenant improvements and commercial buildouts.
- Improve infrastructure, utility systems, and site development projects.
- Develop project schedules, budgets, and material lists.
- Ensure projects are completed on time, within budget, and to a high standard of workmanship.
HANDS-ON CONSTRUCTION:
- Serve as the lead working supervisor on construction projects.
- Perform personally, skilled construction work.
- Operate power tools and construction equipment.
- Perform carpentry, framing, finish work, roofing, siding, drywall, flooring, painting, fencing, concrete work, demolition, and general construction.
- Read and interpret building plans, and construction specifications.
- Coordinate and inspect work performed by subcontractors when specialized trades are required.
HEAVY EQUIPMENT OPERATIONS:
Operate and supervise the operation of heavy equipment, including excavators, loaders, skid steers, backhoes, dump trucks, tractors, forklifts, graders, and other construction equipment.
- Coordinate equipment usage between projects.
- Ensure equipment is operated safely and maintained in good working conditions.
- Train employees in the safe operation of heavy equipment when appropriate.
PROPERTY DEVELOPMENT & CAPITAL IMPROVEMENTS
Manage development and capital improvement projects for:
- Hotels and hospitality facilities
- RV parks and campground improvements
- Golf course facilities and infrastructure
- Retail and commercial buildings
- Fuel stations and convenience stores
- Office buildings and warehouses
- Residential homes and employee housing
- Roads, parking lots, sidewalks, drainage systems, and utility infrastructure
- Future YEDC business development projects
PROJECT ADMINISTRATION
- Develop project scopes of work and construction schedules.
- Prepare cost estimates and budgets.
- Order and manage construction materials and equipment.
- Maintain project documentation and progress reports.
- Monitor project expenditures and recommend cost-saving measures.
- Ensure projects comply with applicable building codes and regulations.
PERSONNEL SUPERVISION
- Supervise construction crews, equipment operators, laborers, and skilled trades personnel.
- Assign daily work and monitor productivity.
- Train employees in construction methods and safe work practices.
- Evaluate employee performance and provide coaching.
- Develop teamwork, accountability, and quality workmanship.
CONTRACTOR & VENDOR COORDINATION
- Solicit bids from contractors and suppliers.
- Coordinate specialized contractors when necessary.
- Review contractor performance and inspect completed work.
SAFETY & COMPLIANCE
- Promote and enforce a safe working environment.
- Ensure compliance with OSHA standards and YEDC safety policies.
- Conduct job site safety inspections.
- Maintain required permits and inspections.
- Investigate workplace incidents and implement corrective actions.
MINIMUM QUALIFICATIONS
- Five (5) years of progressively responsible experience in commercial or residential construction including heavy equipment operations.
- Demonstrated experience performing hands-on construction work.
- Experience operating heavy construction equipment.
- Ability to read blueprints, plans, and technical specifications.
- Experience estimating projects and managing construction budgets.
PREFERRED QUALIFICATIONS
- General Contractor's License or ability to obtain one.
- OSHA 30-Hour Certification.
- CDL or heavy equipment certifications.
- Experience working for a Tribal government or Tribal enterprise.
- Experience with commercial construction and public infrastructure projects.
- Knowledge of grant-funded construction projects.

- Extensive knowledge of residential and commercial construction methods.
- Strong leadership and project management skills.
- Ability to manage multiple construction projects simultaneously.
- Skilled in carpentry, remodeling, and building renovation.

- Knowledge of building codes, OSHA standards, and construction best practices.
- Strong budgeting, scheduling, and organizational skills.
- Ability to solve construction challenges in the field.
- Excellent communication and interpersonal skills.
- Proficiency with Microsoft Office and construction management software.
PHYSICAL REQUIREMENTS
- Ability to perform strenuous physical labor for extended periods.
- Ability to lift and carry up to 75 pounds.
- Ability to climb ladders, work on roofs, crawl in confined spaces, and work at varying heights.
- Ability to work outdoors in all weather conditions.
- Ability to safely operate heavy equipment, construction vehicles, and power tools.
WORK ENVIRONMENT
This position regularly works on active construction sites, commercial facilities, hotels, RV parks, residential homes, golf course properties, and undeveloped project locations. Evening and weekend work may occasionally be required to meet project deadlines or respond to urgent operational needs.

CONDITIONS OF EMPLOYMENT:

- Must have a clean DMV as required by the YEDC’s Vehicle Policy and valid Driver’s License.
- LANGUAGE SKILLS: Must have the ability to read, write and comprehend simple instructions, short correspondence, and memos. With ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization. Knowledge of Yurok language is preferred but not required.
- REASONING ABILITY: Apply common sense understanding to carry out instructions furnished in written, oral and/or diagram form. With ability to deal with problems involving several concrete variables in standardized situations.
