Regular Schedule: 34 hours per week

A Non-Merit vacancy exists in Property Management, Office of Budget and Finance.

Under general direction, plans, directs, and controls the activities and staff responsible for the Property Management Grounds unit, which is responsible for renovations and the repair, maintenance, and operation of all County-owned or operated buildings and facilities assigned to this unit.

Essential Job Duties
  • Directs supervision and management of the Grounds Unit, including inspections, playgrounds, maintenance specialists, supervisors, and administrative personnel.
  • Performs managerial administrative, human resources and other duties related to the planning and analysis of agency programs, policies, and operational procedures.
  • Develops and implements the Capital Matrix budget for building equipment.
  • Provides guidance and direction regarding proper operating procedures and compliance with County policies and procedures.
  • Provides direction in employee matters to include evaluation, counseling and discipline, hiring, and termination.
  • Provides direction in procurement practices.
  • Monitors productivity and workflow of employees and ensures adherence to established deadlines and maintenance schedules for facilities, equipment and systems.
  • Uses facility management software to schedule and track work orders.
  • Conducts performance evaluations and administers counseling and discipline as warranted.
  • Coordinates the work of their programs with the work of others within and outside the agency.
  • Oversees the work of outside contractors.
  • Conducts staff meetings and employment interviews.
  • Represents Property Management at meetings and on committees with other County agencies, outside agencies, and the general public as required.
  • Serves as an aide to Property Management's Assistant County Property Manager and provides advice, consultation, and guidance regarding program operations.
  • Prepares written recommendations and reports and advises on the status of their programs' projects and activities.
  • Participates in the development and formulation of the capital improvement plan and the annual budget.
  • Prepares and monitors fiscal and other reports for the division head.
  • Responds to emergencies both during or after normal business hours.
  • Provides prompt and current updates to the Chief of Property Management and stakeholders as directed

  • Performs special assignments requested by division managers.
  • Performs other related duties as required.

Possession of at least a bachelor's degree from an accredited college or university in business, public administration, or a related field.

Or 

at least six years of experience in property management, grounds or building management, construction management, grounds inspections, four years of which were in a supervisory capacity. Experience related to Recreation and Parks services is preferred. 

Qualifying education beyond a bachelor’s degree may be substituted on a year-for-year basis.

 

Knowledge, Skills, and Abilities

  • Thorough knowledge of the methods, practices, equipment and materials used in the maintenance and upkeep of various types of grounds and landscaping.
  • Thorough knowledge of current office practices, procedures and systems.
  • Comprehensive knowledge of the principles and practices of supervision.
  • Skill in communicating effectively, both orally and in writing.
  • Skill in developing and preparing reports and correspondence.
  • Skill in project management.
  • Skill in using Microsoft Office Suite, to include Microsoft Word, Microsoft Excel, and Adobe Acrobat and other software including CMMS system relevant to job functions.
  • Skill in the supervision of administrative, technical, and support employees directly or through subordinate supervisors.
  • Skill in the review of plans, drawings, and specifications.
  • Ability to establish and maintain effective working relationships with co-workers, the public, subordinates and personnel from other County agencies.
  • Ability to analyze data and suggest solutions to problems to allow for efficiency and quality improvements within the work unit.
  • Ability to assist in the preparation and control of the operating budget for the division.
  • Ability to lead and develop a team.

Licenses and Certificates

Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of the training and experience as stated on their application. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation.

Employees may be required to work overtime with little or no advance notice. On a rotating basis, is required to answer calls for after-hours emergencies, notifying the after-hours stand-by trades person for response. May be required to physically respond when indicated.

Physical and Environmental Conditions

The work of this classification entails some walking, standing, lifting, climbing, and other related physical activity. Duties include travel to various work sites.

Medical Examination and Employment Background Investigation

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.
