 Montgomery College, Central Services location in Rockville, is seeking candidates for a Full-Time Public Safety Compliance Specialist. The regular work schedule is 40 hour a week, Monday – Friday, 8:30 a.m. – 5:00 p.m. This is a non-bargaining, exempt, grade 31 position. This position is currently eligible for telework two (2) days per week. Under general supervision, the incumbent in this position will manage the College's compliance programs related to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act) and the College's Youth Protection Program; as well as support the Drug and Alcohol Abuse Prevention Program.


The duties of this position will encompass: Clery Act Compliance; Youth Protection Program Administration; Drug and Alcohol Abuse Prevention Program (DAAPP); Compliance Training and Program Development; and Committee Leadership and Collaboration.

 

Clery Act Compliance Duties:

o   Serve as the College's primary coordinator for Clery Act compliance activities, and coordinate implementation of institutional policies, procedures, and practices to ensure compliance with applicable federal regulations.

o   Monitor regulatory changes and recommend updates to policies and procedures, and provide guidance and consultation to campus departments regarding Clery compliance responsibilities.

o   Assist with internal and external audits and recommend process improvements to strengthen regulatory compliance and operational effectiveness.

 

Clery Data Collection, Reporting, and Records Management Duties:

o   Serve as custodian of all Clery compliance records to establish and maintain comprehensive records supporting institutional compliance and audit readiness.

o   Review incident reports and assign or verifiy proper Clery crime classification, and reportability while considering timeliness of the warnings, emergency notification requirements, crime log inclusion, and statistical reporting.

o   Coordinate with campus offices, and other appropriate offices to ensure complete and accurate disposition of incident reports within the required federal reporting timeframe.

o   Maintain documentation supporting educational programming, crime prevention initiatives, and security awareness activities.

 

Property Classification and Mapping duties Duties:

o   Assist maintenance of Clery geography and property classifications for College-owned and leased properties, and officially recognized student organizations.

o   Update Clery maps and geographic boundaries, and coordinate with Facilities and other departments regarding changes affecting Clery geography.

o   Conduct annual compliance review.  

 

Campus Security Authority (CSA) Program Coordination Duties:

o   Identify, maintain, and update the Campus Security Authority (CSA) roster, and maintain CSA distribution lists and compliance records.

o   Develop and deliver mandatory CSA training and educational materials, and communicate reporting responsibilities, compliance requirements, and procedural updates to Campus Security Authorities.

 

Annual Security Report (ASR) Duties:

o   Coordinate preparation, review, publication, and distribution of the Annual Security Report, and collect statistical data and policy statements from campus stakeholders ensuring timely publication in accordance with federal regulations.

 

Emergency Notification and Timely Warning Compliance Duties:

o   Collaborate with the Office of Emergency Management to maintain compliance with emergency notification and timely warning requirements.

o   Review policies, procedures, templates, and communication protocols, coordinate documentation of annual emergency response and evacuation exercises, and maintain records demonstrating compliance with federal testing requirements.

 

Youth Protection Program Administration Duties:

o   Administer and continuously improve the Youth Protection Program providing compliance guidance to departments and external partners who sponsor programs involving minors, and develop and deliver mandatory reporter training and educational resources.

o   Coordinate review and approval of youth-serving programs to ensure compliance with policy and applicable law, and coordinate with Human Resources regarding background screening requirements for employees and all volunteers working with minors.

o   Serve as the institutional point of contact for reports involving suspected child abuse or neglect, and coordinate reporting to appropriate governmental agencies, as well as assist with internal response procedures.

o   Maintain a centralized inventory of youth programs and monitor emerging best practices, legal developments, and higher education trends.

o   Collaborate with Community Use Scheduling, the Performing Arts Center, Dual Enrollment partners, and external organizations to ensure compliance for programs involving minors.

 

Drug and Alcohol Abuse Prevention Program (DAAPP) Duties:

o   Coordinate compliance activities related to the Drug-Free Schools and Communities Act and collaborate with Student Affairs, Human Resources, Counseling, Public Safety, and other stakeholders to develop and maintain the Drug and Alcohol Abuse Prevention Program.

o   Participate in the Biennial Review Committee to assist with preparation of the Biennial Review Report and any support documentation needed for executive approval.

o   Evaluate program effectiveness and recommend improvements based on assessment findings and regulatory requirements.

 

Compliance Training and Program Development Duties:

o   Develop, deliver, and evaluate compliance-related education and training programs and create written guidance, online resources, presentations, and educational materials.

o   Evaluate training effectiveness and recommend improvements.

o   Promote campus-wide awareness of public safety compliance requirements.

 

Committee Leadership and Collaboration Duties:

o   Coordinate the Clery Compliance Committee and Youth Protection Committee by facilitating meetings, tracking action items, and supporting institutional compliance initiatives.

o   Build collaborative relationships across the College to strengthen compliance efforts and serve on institutional committees as assigned.

o   Perform other duties as assigned.

 

Required Qualifications:

  • Bachelor's degree in Criminal Justice/Public Safety, Emergency Management, Education, or a related field.
  • Three years of progressively responsible experience in public safety including Clery Act compliance administration, Title IX, youth protection program administration, and applicable federal and state regulatory compliance.
  • Three years experience developing and delivering training, and/or program management.
  • Previous experience managing projects or compliance initiatives.
  • Previous experience preparing federally required compliance reports.
  • Ability to travel between campuses and other locations to attend and conduct meetings, training sessions, compliance and program reviews.
  • Ability to move items weighing up to 25 pounds.
  • The equivalent combination of education, training, certification and/or experience that provides the required knowledge and expertise to perform the essential functions of the job may be considered.

Preferred Qualifications:

  • Previous experience working in higher education
  • Four plus years experience with regulatory compliance

  

Hiring Range: $81,740- $106,250 annually. Initial salary placement for new hires falls between the minimum and midpoint of the range and is based on relevant candidate experience and internal equity.  The maximum salary for this position is $130,760.
