Social Worker I/II - IHSS
What Will You Do: A Social Worker I/II assigned to the In-Home Supportive Services program (IHSS) has the primary function of taking referrals for the IHSS program, interviewing clients and completing detailed service assessments in the field, transferring field assessment data into computer systems; complying with State Regulations and agency deadlines.
A Social Worker II may receive Adult Protective Services (APS) training. This may include the assignment of simple APS referrals, taking referrals for suspected abuse and neglect towards dependent adults and senior adults, investigating referrals, interviewing clients to ascertain nature of problems and develop service plans, a considerable amount of work performed is conducted in the field with some work performed in an office environment writing reports and case plans with time sensitive deadlines, entering data into computer systems in order to comply with State Regulations and agency deadlines.

What Will You Do: The primary function of a Social Worker is to take referrals for serious abuse and neglect; Investigate referrals; Interview customers to ascertain nature of problems and develop service plans; Substantial amount of the work performed is conducted in the field with majority performed in office writing court reports and case plans with time sensitive and legal deadlines; and enters data into computer systems in order to comply with legal and agency deadlines.

IHSS - Conduct initial assessments and annual reassessments in the client’s home to evaluate the effect of physical, cognitive and emotional impairment on function to determine the needs of clients. Social Workers make referrals, determine eligibility for services, authorize and coordinate individual case plans; provide case management; prepare reports and records; communicate policies, rules and regulations of the program to clients and others.
IHSS Social Workers that are assigned APS cases provide crisis intervention in order to reduce risk or eliminate abuse or neglect; handle emergency responses; establish cooperative working relationships with community partners; assists in developing case plans with clients; assist with arrangements for out of home placements; may provide testimony in elder/dependent adult abuse or neglect cases; prepare case records and written reports as required.
Social Workers assist to resolve issues and conflicts and encourage families and caregivers to work with the clients. It is important to understand the actions you take as a Social Worker affects the lives of clients and their families.
CPS - Carry a caseload of child welfare service cases; provides crisis intervention to reduce the risk to the child; observes child’s developmental progress and determines best methods of dealing with behavioral problems; assists family members in resolving marital, financial, or other particular problems related to abuse; may provide specialized case services in child sexual abuse or children’s group work; refer clients to other agencies and community resources; may advise parents on problems of child custody; arrange for foster home placement of children; may provide court testimony in child abuse or neglect cases; prepare case records and written reports as required; prepare and present juvenile court petitions within specified time limitations.Social Workers may work with Foster Parents to ensure proper placements; assists to resolve issues and conflicts which may arise in the home setting; encourages poster parents to support and work with natural parents. It is important to understand that the actions you take as a Social Worker affect the lives of clients and their families.
Controversial Issues: You may be required to take actions that conflict with your own values. A Social Worker must be able to accept customers' differences and interact with them in a non-judgmental manner.
Social Worker I -
Pattern 1: Graduation from an accredited four-year college or university;
OR
Pattern 2: Successful completion of thirty (30) college semester units (45 quarter units) from an accredited college or university, including fifteen (15) semester units (22.5 quarter units) in social welfare, social/human services, sociology, or other social or behavioral science*;
AND
One (1) year of full-time experience in the Social Service Aide, Eligibility Worker II, Employment and Training Worker II or comparable classification; OR Three (3) years of full-time experience providing direct client services to disadvantaged adults or children in a private or public agency.
*Examples of acceptable social or behavioral science courses include: anthropology, criminal justice, education, ethnic studies, history, human development, human services, law, nursing, nutrition, psychology, public health, social welfare, sociology, welfare, women’s studies.
Social Worker II -
Pattern 1: One (1) year of full-time experience performing entry level social work case management in the Social Worker I classification in an Interagency Merit System (IMS) county;
OR
Pattern 2: One (1) year of full-time social work case management experience**; AND Thirty (30) college semester units (45 quarter units) from an accredited college or university, including fifteen (15) semester units (22.5 quarter units) in social welfare, social/human services, sociology, or other social or behavioral science*
*Examples of acceptable social or behavioral science courses include: anthropology, criminal justice, education, ethnic studies, history, human development, human services, law, nursing, nutrition, psychology, public health, social welfare, sociology, welfare, women’s studies.
**Qualifying social work case management includes direct case work management, such as: assessment, evaluation; conducting investigations of abuse and neglect; preparing court reports; responsibility for a long term caseload, monitoring compliance through home calls and other personal contact; collaboration with other agencies and linking clients to resources and programs; development of a case plan, modification of case plans as needed/required; and authority to impose sanctions or implement actions that impact services.
License & Special Requirements:- Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.
The department is currently recruiting for one (1) vacancy in IHSS and a potential vacancy in CPS.
In addition, Tehama County is establishing an eligibility list to fill future vacancies for a Social Worker I/II, as well as subsequent vacancies, which occur during the life of the eligibility list.
