Job Summary
Provide strategic and technical leadership for construction engineering governance and Asia regional support across large-scale semiconductor fab programs. This role is responsible for establishing and governing construction standards, specifications, business processes, and execution playbooks to ensure consistent, safe, and high-quality delivery across all facilities disciplines (CSA, MEP, Gas, Chemical, I&C, Fire Protection, etc.).
The role partners with global, regional, and site stakeholders strengthen execution capability, improve delivery predictability, and enable efficient project lifecycle outcomes, from design integration through commissioning, startup, and handover to operations, while site teams retain ownership of daily execution.
Main Responsibilities
Construction Governance & Central Engineering Leadership
- Define and govern construction engineering frameworks, standards, specifications, and business processes for greenfield semiconductor fab programs
- Own development and continuous improvement of construction playbooks, installation requirements, and execution methodologies
- Lead constructability reviews, technical assessments, and governance to ensure consistency, quality, and compliance
- Ensure alignment across engineering, procurement, construction, OEM vendors, and operations stakeholders
Asia Regional Construction Support
- Provide technical leadership and governance support to regional and site construction teams
- Support integration of design, procurement, schedule, and execution strategies
- Ensure readiness across systems completion, commissioning, startup, and handover phases
- Provide guidance on risk mitigation, change management, and escalation handling
Multi-Discipline Team Leadership
- Lead and develop a multi-discipline Construction & Engineering team (CSA, MEP, Process, BIM, etc.)
- Drive capability building including recruitment, training, and retention
- Coach, mentor, and develop team members’ career pathways
- Establish KPIs, track performance, and drive continuous improvement initiatives
Project Execution Support
- Review design deliverables, IFC packages, construction work packages, and technical submittals
- Provide input on cost estimates, schedules, and project planning assumptions
- Support issue resolution during construction execution, including walkdowns and commissioning readiness
- Ensure compliance with applicable standards, codes, and regulations
Other Responsibilities
- Collaborate with global stakeholders (Facilities, Procurement, Manufacturing, IT, OEMs, and external partners)
- Provide strategic recommendations and technical advice to executive leadership
- Benchmark industry best practices and incorporates Best Known Methods (BKM) into standards
- Support global initiatives, sustainability programs, and continuous improvement efforts
- Participate in capacity planning, scenario analysis, and infrastructure planning
- Govern construction closeout processes including punch lists, turnover documentation, and handover
- Leverage AI-enabled tools and digital solutions to improve efficiency, quality, and decision-making in construction engineering and governance
- Identify and implement AI-driven process improvements within construction standards, planning, and execution
- Promote responsible and effective use of AI technologies aligned with organizational policies and legal requirements
Candidate Profile / Job Requirements
Minimum Required Qualifications/Experience
- Degree in Construction, Engineering, Architecture, Project Management, or related field
- Minimum 15 years of relevant experience in construction engineering and management for large-scale industrial or semiconductor projects
- At least 5 years in a senior leadership role managing multi-discipline teams
- Strong experience in construction governance, standards development, and project lifecycle execution
- Experience in semiconductor, advanced manufacturing, or mission-critical facility environments
Must Have Technical Skills
- Strong understanding of semiconductor facilities systems (mechanical, electrical, controls, process utilities, cleanroom)
- Ability to interpret engineering drawings, P&IDs, specifications, and construction documentation
- Experience with construction governance frameworks, change management, and systems completion
- Knowledge of commissioning, startup processes, and operational handover requirements
- Experience in cost estimation, scheduling, and risk management

- Excellent communication and stakeholder management skills across global and cross-functional teams
- Strong analytical and problem-solving abilities
- High level of organization and ability to manage complex, large-scale programs

Highly Desirable / Preferred Skills or Experience
- Demonstrated digital fluency and ability to use AI enabled tools for analysis, process improvement, and operational efficiency
- Understanding of responsible AI usage aligned with business and compliance requirements
- Membership in a recognized professional engineering or construction body
- Experience in global semiconductor fab programs or greenfield facility builds
- Exposure to sustainability driven construction practices and digitalization initiatives
- Experience with BIM, advanced construction technologies, or digital twins
- Proven track record in driving global standards and governance frameworks
