ESSENTIAL DUTIES & RESPONSIBILITIES

COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES

  • Operates the landfill scalehouse by registering vehicles, weighing incoming and outgoing vehicles, verifying load contents, determining applicable rates, entering data into the scale system, and ensuring accurate weight transactions in compliance with landfill policies and regulations.
  • Calculates disposal fees, applies appropriate rates, processes cash, check, credit, and account charges. 
  • Issues receipts while maintaining accuracy and accountability.
  • Provides customer service to the public, contractors, and commercial haulers by greeting customers, answering questions and/or concerns, explaining landfill procedures, and resolving billing issues in a professional manner.
  • Maintains accurate scale and transaction records, including daily reconciliation, ensuring proper documentation, and audit compliance. 
  • Assists with landfill and sanitation administration when requested on account management, customer setup, and assigned projects; enters data into database.
  • Ensures compliance with landfill rules, environmental regulations, accepted material guidelines, and safety procedures.
  • Identifies prohibited loads and coordinates with landfill operations staff when issues arise.
  • Leads and supports other scalehouse tellers and assists with training new tellers, provides guidance on procedures, serves as a point of contact for questions and supports consistent front-line operations.

  • Skilled in balancing financial accounts and preparing daily or monthly reports of financial transactions. 
  • Ability to read and interpret hazardous waste load manifests.
  • Ability to perform data entry on a personal computer.
  • Ability to use specialized database software.
  • Ability to manage customer setups, identify and classify waste materials, and handle billing inquiries or account updates.
  • Ability to perform rapid, accurate arithmetical computations and tabulations to calculate weights, rates, and fees.
  • Ability to proficiently use a 10-key adding machine.
  • Ability to build and maintain effective working relationships with others.
  • Ability to maintain the confidentiality of information and professional boundaries.
  • Ability to maintain harmonious and effective working relationships with other employees and respond to general public complaints. 
  • Ability to communicate clearly and effectively both orally and in writing.

Knowledge of: 
  • Knowledge of WasteWorks Software.
  • Knowledge to inspect and identify loads entering the landfill.
  • Knowledge of landfill policies and TCEQ regulations.
  • Knowledge of TCEQ waste screening procedures.
  • Knowledge of City of Laredo Landfill Standard Oeprating Procedures.
  • Knowledge and ability to perform a paint filter test.
  • Knowledge of English grammar, spelling, and punctuation.
  • Knowledge of modern office procedures and methods including computer stand applicable software.
  • Knowledge of cash handling procedures.
  • Knowledge of general accounting principles and practices.


WORK ENVIRONMENT/CONDITIONS AND PHYSICAL DEMANDS

Physical Effort Requirements Position will have the following exposures

  • Office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards.

Required Education and Experience:

  • High School Diploma or G.E.D.
  • At least five (5) years of experience in customer service, collections, cash handling, and processing transactions.

Required Licenses or Certifications

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.


As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.


Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.
