Position Overview

Join us in our fast-paced support to develop, advance, and sustain weapon systems for the U.S. Space Force (USSF) and its mission partners. You will be joining a team of personnel with experience and an in-depth understanding of the environments that include ground, near-space, space, and any system that operates in those environments to meet current and projected strategic, operational, and tactical needs for the Department of War (DoW). QinetiQ is a mission-led innovation company that works with the USSF and DoW to design, develop, field, and maintain requirements essential to national security and the survivability of the warfighter.

 

We are seeking a Mid-Level Contracts Closeout Specialist with expertise in performing contract closeouts. The ideal candidate will have experience ensuring delivery/inspection/acceptance of contractual end items. This position requires an individual who can work closely with technical teams, stakeholders, and partners to ensure program success.

Responsibilities

• Assist the Government to execute source selections subject to FAR 9.505-4, which can include but are not limited to coordinating functional meeting requests, developing source selection documentation, and reviewing and drafting proposal evaluations.
• Provide contract and subcontract management support.
• Assist Government Contracting Officers and contract specialists in executing various contracting actions, to include advising on requests for proposals, technical evaluations, contract negotiation, contract administration, and contract execution.
• Provide contracts guidance and determinations and technical and operational leadership for the program and business management teams.
• Advise management on contractual rights and obligations, risk avoidance and mitigation, strategy, and problem solving.
• Advise and assist on management of existing IDIQ contracts and with development and execution of acquisition strategies for any such follow-on efforts.

Required Qualifications

• Bachelors Degree
• TS/SCI Eligibility; #qinetiqclearedjob
• 5+ years of federal contracting experience, including at least 3 years of contract closeout for a Department of War customer.
• Working knowledge of FAR 4.804 and DFARS 204.804 closeout procedures, including the closeout time standards and the quick-closeout procedures under FAR 42.708.
• Experience reconciling contract funds, de-obligating excess funds, and resolving unliquidated obligations.
• Experience coordinating with DCMA, DCAA, and finance offices on final indirect cost rates, audits, final vouchers, and contractor releases.
• Working knowledge of the FAR and DFARS across the contract lifecycle, including IDIQ ordering, modifications, subcontract management, and FAR Subpart 9.5 organizational conflict of interest rules.
• Experience supporting source selections, contract administration, or acquisition strategy development.
• Strong attention to detail and the ability to manage a large volume of closeout actions at the same time.
• Excellent written communication skills, with the ability to draft clear determinations, memoranda, and closeout documentation.

Pay Transparency

The salary range for this role is $125,000 - $175,000 USD. The salary range provided is a good faith estimate representative of all experience levels. QinetiQ US considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
