Description
Travis County Technology & Operations is seeking an Information Technology Div Director (PMO) to join the Information Technology Division.
The Division Director of the Project Management Office (PMO) provides executive leadership and strategic direction for all PMO functions within Travis County Information Technology. This role ensures that technology initiatives, project delivery methodologies, and governance processes are fully aligned with countywide business strategies. The Director oversees project portfolio management, technology planning, and enterprise standards that support multiple internal customers across the organization. This position is responsible for establishing PMO policies, ensuring effective resource allocation, optimizing project outcomes, and approving, planning, and budgeting for all PMO-related assets within the division.
Distinguishing Characteristics:
This is a senior-level leadership role within the Information Technology job family. The Division Director provides executive oversight of the Travis County Information Technology PMO and serves as a key advisor to top Information Technology leadership. The role is accountable for developing, planning, and administering enterprise project management strategies and technology deployment frameworks that meet organizational needs. Work is performed through subordinate managers and professional staff. The position may require a flexible schedule to meet operational and strategic project demands.
- Provides executive leadership for all PMO operations, ensuring consistent delivery of technology projects and successful integration of new methods, tools, and technologies with existing systems.
- Leads and coordinates strategic planning, project governance, resource management, and operational oversight in compliance with Federal, State, and Local laws, organizational policies, and enterprise objectives.
- Oversees division staff through subordinate managers, including recruitment, development, training, performance management, conflict resolution, and disciplinary actions. Promotes continuous learning, innovation, and performance improvement across the PMO.
- Develops, recommends, and directs implementation of long-term strategic plans to enhance project delivery effectiveness, improve service efficiency, and support business transformation goals across the enterprise.
- Aligns and calibrates technology deployment strategies with business objectives, ensuring the PMO provides clear value, predictable outcomes, and measurable improvements to county operations.
- Directs the implementation of enterprise technologies and platforms that enable business objectives, enhance stakeholder engagement, and support data-driven decision-making.
- Establishes, maintains, and enforces enterprise project management standards, methodologies, and processes, including governance frameworks, risk management, and quality assurance.
- Assists in preparing and administering the annual departmental budget and exercises fiscal oversight to ensure expenditures align with goals, priorities, and available funding.
- Approves, plans, and budgets for all assets within the PMO’s area of responsibility, including tools, systems, and project resources.
- Performs other job-related duties as assigned.
Bachelor's degree in Computer Science, Information Systems, Business Administration or a directly related field AND ten (10) years of increasingly relevant responsible experience, including five (5) years of mid- to senior level supervisory or management experience;

Licenses, Registrations, Certifications, or Special Requirements:
Valid Texas Driver's License.
Preferred:
Master's degree in Computer Science, Information Systems, Business Administration or a directly related field.

- Developing and monitoring programs and related budgets.

- Both verbal and written communication, including presentations and communicating technical issues in non-technical language.
- Direct, motivate, train, develop and evaluate staff.
- Work independently and efficiently and as part of a team.
- Manage time well, perform multiple tasks and organize diverse activities.
- Research, compile, analyze, interpret and prepare a variety of memorandums or reports.
- Work with both the big picture and the small details.
- Plan and direct the planning efforts of others.
- Establish and maintain effective working relationships with departmental clientele, representatives of outside agencies and providers, other County employees and officials, and the general public.
Travis County employees play an important role in business continuity. As such, employees can be assigned to business continuity efforts outside of normal job functions.
Work Hours: 8 am - 5 pm, Monday-Friday.
