Are you passionate about creating meaningful change? Foundry is looking for a dedicated Senior Provincial Director Service Innovation to join our team and help us enhance the quality and accessibility of Integrated Youth Services for young people across British Columbia.

At Foundry, we reimagine health care to meet the diverse needs of youth aged 12–24 and their families. The Senior Provincial Director is responsible for leading the development and implementation of service innovation with primary accountability for service model oversight, implementation quality, standards, and fidelity, centre readiness, service integration, evaluation, and learning, and practice–facing improvement. The Senior Provincial Director:

  • Supports commissioned agencies and Foundry centres by providing operational, service, and practice leadership, and by working with partners to strengthen the delivery of integrated services and programs across the province.
  • Provides direction on evaluation, quality assurance, quality improvement, and research activities.
  • Contributes to shared leadership accountabilities, including strategic alignment, senior partner and government engagement, organizational culture, and provincial risk, identification, escalation, and mitigation.
  • Provides leadership and direction to staff and relevant team members.

This role operates in a peer leadership role alongside the Senior Provincial Director, Operations & Planning and other senior portfolios.

What You Bring

Education & Experience:

A level of education, training and experience equivalent to a Master’s Degree in Health Administration, Nursing, Clinical Psychology, or another relevant health care field, with at least ten (10) years of recent, related experience in progressively senior management roles, including a minimum of five (5) years at the Director level, working with networks, coalitions and multi-partnered projects in a youth and young adult health care environment, and in the management of project teams; or an equivalent combination of education, training and experience.

 

Skills & Abilities:

  • Knowledge of health care and systems/service delivery models.
  • Knowledge of provincial government and government ministry decision-making processes.
  • Knowledge of relevant legislation, regulations, policies, programs and services.
  • Knowledge of providing care in communities which include rural, community and specialized centres including an understanding of the demographic/cultural aspects of these communities.
  • Demonstrated ability to create and implement novel and innovative approaches which have reduced barriers to care.
  • Demonstrated ability to lead change, inspiring and engaging others and promoting change behaviours.
  • Ability to communicate effectively, both verbally and in writing including advanced report presentation and writing skills.
  • Effective facilitation skills and the ability to motivate and influence physicians, leaders, clients and other key stakeholders.
  • Advanced skills in complex problem solving, planning, project management, change management and group process.

Your Day To Day:

  • Provides leadership, in conjunction with the Executive Director and Foundry leadership team, in the development and implementation of the Foundry’s strategic and operational plans for Foundry. Works collaboratively with peer Provincial Directors to align and execute the organizations overarching strategic plan, goals, and objectives ensuring that Indigenous wellness, cultural safety, JEDI, and partner, stakeholder, youth, and family perspectives are reflected in planning, decision-making and implementation
  • Provides senior provincial leadership for the ongoing evolution, implementation, fidelity, evaluation, and continuous improvement of Foundry’s integrated service delivery model, programs, and service innovations. Leads service model alignment with system partners, including First Nations partners, BCCDC, service providers, senior health authority leaders, government partners, commissioned agencies, and other key stakeholders, to support a continuum of integrated care and systems integration across the province. Facilitates knowledge exchange with provincial, national, and international partners to inform service model development and improvement.
  • Works collaboratively with the Executive Director, Foundry leadership team, peer Provincial Directors, and community partners to align organizational strategies that support service implementation, including care delivery, communications, knowledge exchange and transfer, research, and evaluation. Ensures these strategies are coordinated across provincial, regional, and local levels and are translated into practical supports for Foundry centres, commissioned agencies, and network partners.
  • Supports the local agencies commissioned to operate integrated youth centres by providing access to skilled project management leadership, clinical care and innovation expertise, infrastructure and operational planning assistance; liaising on behalf of Centres with local senior health authority and MCFD management to update on progress and identify and secure opportunities for additional partnerships, funding, and service augmentation.
  • Works with stakeholders to develop and integrate standards and guidelines into service delivery that ensures consistent service across all implemented programs that is aligned with the both the principles and mandate of Foundry and those of its partner organizations and supports evidence-based practice.
  • Provides direction on the development and implementation of the evaluation framework and developmental and outcome evaluation activities; fosters the development of Implementation Science and Practice approach to service implementation.
  • Works with Executive Director, Foundry leadership team to develop, implement and monitor performance and quality indicators for commissioned providers.  Collaborates with stakeholders in the assessment of key indicators.
  • Works with the Executive Director in developing a research strategy and collaborating with researchers; fosters the planning and implementation of research activities.
  • Provides best practice expertise through strategic planning, research, evaluation, model development, and business cases associated with large‐scale reviews of guidelines, standards and systems.
  • Provides assistance to the Executive Leadership in the selection, negotiation, and onboarding of commissioned agencies.
  • Directs and ensures the effective and efficient utilization of the organization’s budget to enable operational goals and the strategic plan to be achieved.  Forecasts requirements for additional resources, assists with the development of business cases/funding requests for new or expanded programs, reviews variances with other leaders, and updates and makes recommendations to Executive Director as required.
  • Works with Executive Director to determine appropriate staff complement for organization and own portfolio.  Develops selection plan and recruits, selects and hires staff for the organization.
  • Provides leadership and direction to own staff through coaching, guiding and modeling key behaviors/strategies; fosters team spirit and dialogue and provides guidance and advice to facilitate resolutions to work issues; and encourages staff development.  Assists team members in defining shared and individual goals in order to meet target dates and ensure alignment of team objectives with the organization’s goals and objectives.  Monitors and evaluates staff to ensure effective performance of duties. 
  • Promotes, disciplines and initiates employee terminations as required (in consultation with Human Resources).  Handles labour relations issues including the grievance process. Represents the organization in employee grievances and other labor relations matters. Approves essential service levels as necessary.
  • Creates positive and sustainable relationships with all stakeholders to ensure the smooth and effective operation of services throughout the province.
