In partnership with Metrolinx, ACCIONA is playing a key role in the design and construction of the Eglinton Crosstown West Extension (ECWE), a 9.2-kilometre westward addition to Toronto’s Line 5 light rail transit network. This major infrastructure project includes seven new stations and installation of rail and systems under a progressive design-build model.

Beyond its technical scope, the ECWE project represents a significant investment in sustainable urban mobility, expected to reduce greenhouse gas emissions by up to 5,800 tonnes annually and eliminate over 6.5 million vehicle trips each year when combined with the full Line 5.

The OCS-TPSS Work Package Manager will be responsible for the
full lifecycle delivery of the Overhead Catenary System (OCS) and Traction Power Supply System (TPSS) within the project. This role ensures the successful execution of design, procurement, installation, testing & commissioning, and system integration, leading to project completion and operational readiness.

Job Description

Work Package Management

  • Lead and manage all OCS–TPSS activities across the full project lifecycle:

    • Engineering design

    • Review design constructability

    • Estimation takeoff quantities

    • Procurement and manufacturing

    • Installation and construction

    • Testing & commissioning (T&C)

    • Energization and service demonstration

  • Ensure delivery meets schedule, budget, quality, and safety requirements.

Technical Leadership

  • Supervise and coordinate engineering design teams (OCS and TPSS disciplines).

  • Ensure designs comply with:

    • Railway standards (e.g., EN, AREMA, IEC)

    • Safety and regulatory requirements

  • Validate technical solutions and resolve design issues.

Supplier & Contractor Management

  • Manage OCS and TPSS contractors and equipment suppliers.

  • Monitor supplier performance, deliverables, and contractual compliance.

  • Review and approve technical documentation and deliverables.

Interface Management

  • Coordinate interfaces with:

    • Civil works (structures, bridges, tunnels)

    • Track systems

    • Signaling systems

    • SCADA and communications systems

  • Ensure integration of OCS–TPSS within the overall railway system.

Installation & Construction Oversight

  • Oversee on-site installation activities:

    • OCS structures, wiring, tensioning

    • Substations, switchgear, transformers, feeders

  • Ensure adherence to safety, quality, and environmental standards.

Testing & Commissioning

  • Supervise and participate in:

    • Factory Acceptance Tests (FAT)

    • Site Acceptance Tests (SAT)

    • Energization and functional testing

  • Validate test results and ensure compliance with specifications.

  • Support trial running and service readiness.

Stakeholder Coordination

  • Act as the main point of contact for:

    • Client representatives (e.g., transit authority)

    • Engineering consultants

    • Third-party stakeholders

  • Ensure alignment and timely resolution of issues.

Reporting & Documentation

  • Prepare and maintain:

    • Project schedules and progress updates

    • Monthly reports

    • Risk and issue logs

    • Certification and handover documentation

  • Manage system certification and final acceptance process.

Required Skills and Competencies

Education

  • Bachelor’s degree in electrical engineering or related field (Master’s is an asset).

Experience

  • 7–10 years of experience in railway electrification systems (OCS and TPSS).

  • Proven experience in railway, metro, or LRT infrastructure projects.

  • Minimum 3–5 years in a project management or leadership role.

Technical Expertise

  • Strong knowledge of:

    • Overhead Catenary Systems (OCS) design and installation

    • Traction Power Systems (TPSS), including substations, transformers, rectifiers, switchgear

  • Familiarity with:

    • Power supply and distribution systems

    • SCADA integration

    • Earthing and bonding systems

    • EMC/EMI considerations

Skills & Competencies

  • Strong leadership and team management abilities

  • Excellent coordination and interface management skills

  • Strong analytical and problem-solving capabilities

  • Effective communication and stakeholder engagement skills

  • Ability to manage complex, multidisciplinary infrastructure projects

Certifications (Preferred)

  • PMP (Project Management Professional) or equivalent

  • Professional Engineer (P.Eng.) designation (or eligibility)

  • Health & Safety certifications relevant to rail or construction
