Description

1) GENERAL DESCRIPTION

  • Managing Healthcare Engineering Management

  • Responsible for ensuring the continuous operation, maintenance, and reliability of the hospital’s engineering infrastructure, including electrical, mechanical, plumbing, and HVAC (heating, ventilation, and air conditioning) systems. This role ensures a safe, comfortable, and compliant environment for patients, visitors, and staff. 

  • The position requires close collaboration with clinical and non-clinical departments to support hospital operations, ensure compliance with health, safety, and regulatory standards, and maintain the smooth and efficient functioning of all hospital facilities. 

2) JOB DESCRIPTION

  • Ensure efficient and economical operation of hospital buildings, facilities, assets, and equipment through effective implementation of Planned Preventive Maintenance (PPM) programs in accordance with industry requirements. 

  • Provide technical advice on operation and maintenance activities, system modifications, and upgrading of mechanical and engineering systems, including preparation of technical documentation such as Condition Appraisal (CA) reports, technical reports, tender documents, specifications, and defects lists. 

  • Ensure effective implementation of predictive and corrective maintenance practices in line with best industry practices. 

  • Ensure continuous uptime and reliability of hospital buildings, facility systems, and critical equipment. 

  • Administer maintenance expenditures within approved budgets, plans, and programs to ensure optimum utilization of equipment, spare parts, facilities, and manpower in achieving operational objectives. 

  • Establish and maintain performance monitoring systems for in-house and outsourced maintenance activities to ensure service delivery meets management expectations and contractual requirements. 

  • Analyze monthly operational and maintenance reports submitted by hospitals and provide data-driven analysis, recommendations, and improvement actions. 

  • Propose, evaluate, and recommend new engineering equipment, system upgrades, or replacements to achieve practical, reliable, and cost-effective solutions for hospital operations. 

  • Ensure that equipment installation and facility modifications incorporate appropriate operation and maintenance methodologies aligned with the hospital’s overall engineering and maintenance philosophy. 

  • Formulate, implement, and regularly test contingency and emergency response plans for building, facility, and equipment operations, involving relevant internal and external stakeholders. 

  • Actively participate and coordinate hospital building, facility, and equipment projects (including new developments, upgrades, expansions, retrofits, and replacements) from concept development, scope definition, budgeting, and resource planning through proposal, design, technical specifications, and regulatory compliance. 

  • Participate in the development and review of technical documents for tendering, inspection, verification, testing, commissioning, and handover processes. 

  • Monitor and report on performance indicators and quality objectives of the Facilities/Engineering Department to support continuous improvement initiatives. 

  • Perform any other duties as assigned by management from time to time. 

3) JOB REQUIREMENT

  • A degree or diploma in Electrical Engineering, Mechanical Engineering, Building Services, or a related field. Additional certifications in Facility Management or Hospital Engineering are an advantage. 

  • Minimum of 3-5 years of experience in facilities or hospital engineering, including experience with mechanical, electrical, and plumbing systems. 

  • Experience in managing and maintaining hospital systems, including medical equipment, is preferred. 

  • Experience with building management systems (BMS) or computerized maintenance management systems (CMMS) is desirable.  

  • Strong knowledge of hospital infrastructure, including electrical, HVAC, plumbing, and mechanical systems. 

  • Excellent problem-solving skills and the ability to troubleshoot and resolve complex engineering issues quickly. 

  • Strong project management skills, with the ability to oversee facility upgrades and coordinate with external contractors.

  • Strong communication and leadership skills, with the ability to work effectively with hospital staff and external vendors. 

  • Personable, responsible, mature, sensitive, confident and well-presented.

  • Highly motivated, with sincere commitment to quality improvement.
