Description
The Parking Enforcement Supervisor I is considered a working supervisor who coordinates the activities of his crew in the observation and enforcement of the parking ordinances of the City of Buffalo and State of New York. Incumbents supervise and direct field and office work and instruct authorized personnel in the procedures and guidelines as they apply to parking enforcement. Immediate supervision is received from the Superintendent of Parking Meters and Enforcement. Supervision is exercised over Parking Enforcement Officers and other authorized parking enforcement personnel.Plans, implements, distributes and evaluates work assignments for Parking Enforcement Officers;
-monitors all enforcement personnel in the performance of their duties by means of a management information system supplied by the Division of Parking Enforcement;
-receives work performance for compliance with instructions, procedures and standards for accuracy and completeness;
-recommends disciplinary action when necessary;
Investigates complaints regarding violation of parking regulations;
Conducts on-the-job training and instructs authorized parking enforcement personnel on laws, ordinances and procedures;
Assists in creating, coordinating and enforcing parking zones within the City of Buffalo;
Performs the duties of a Parking Enforcement Officer by patrolling designated parking zones and public parking areas to detect parking violations;
-issues summons for parking violations;
-enters information regarding parking violations on a hand-held computer and printer;
Assists in the preparation of the annual budget;
Maintains inventory of summons books, materials and supplies;
May be required to work shift work including weekends;
Prepares and submits reports as requested;
Performs related work as required.Promotional,
Continuous and permanent status in the Department of Administration, Finance, Policy and Urban Affairs as a Parking Enforcement Officer or Parking Meter Mechanic for three years.
Open Competitive,
(A) Associate's degree from an accredited college, university, business or technical,
institute;
OR,
(B) Graduation from High School, GED or Equivalency Diploma and two years of full,
time clerical experience; one year of which must have been in a supervisory capacity;
OR,
(C) an equivalent combination as defined within the limits of A and B.
Special Requirement for Promotional and Open Competitive,
Possession of a current NYS Driver's License, which must be presented at time of appointment and maintained during employment.
Good knowledge of the geography of the City of Buffalo;
Good knowledge of the laws and ordinances pertaining to parking enforcement;
Ability to deal effectively with a variety of situations arising from complaints regarding parking enforcement violations;
Ability to be trained in the operation of a hand-held computer and printer;
Ability to understand and interpret written material;
Ability to plan and supervise the work of others;
Ability to follow oral and written instructions;
; Ability to get along well with others; Ability to deal with the general public;
Ability to work under adverse weather conditions;
Physical condition commensurate with the duties of the position.
