Job Description:
Parsons is looking for an amazingly talented ITS Engineer to join our team! In this role, you will support the planning, specification, design review, implementation, testing, and construction oversight of Intelligent Transportation Systems deployed across Riyadh’s road network and Traffic Control Center environment.
You will work across field and central-system interfaces, reviewing technical submissions and helping verify that ITS devices, communications, cabinets, power, software interfaces, and supporting infrastructure are designed and constructed in accordance with project requirements, applicable standards, and RCRC operational needs.
What You’ll Be Doing:
Prepare and review technical specifications, design criteria, drawings, schedules, and equipment requirements for ITS systems and associated infrastructure.
Review contractor and consultant design submissions for compliance with approved requirements, system architecture, specifications, standards, constructability, and operational needs.
Support design and implementation of CCTV, vehicle detection, radar, video analytics, DMS/VMS, communications, field cabinets, power systems, environmental monitoring, traveler information, and other ITS applications.
Review system architecture, interface-control information, network diagrams, device layouts, communications designs, power requirements, and equipment schedules.
Participate in site investigations to verify existing conditions, communications availability, utility constraints, equipment locations, cabinet space, power, visibility, access, and constructability.
Support preparation of technical comments, review matrices, non-conformance records, site observations, and engineering recommendations.
Monitor ITS construction and installation activities and verify that field implementation is consistent with approved design documents and manufacturer requirements.
Coordinate technical interfaces between ITS field equipment, traffic signals, communications networks, ATMS/iNET platforms, TCC systems, and external stakeholders.
Review material submittals, shop drawings, method statements, installation details, test procedures, and commissioning documentation.
Participate in factory acceptance tests, site acceptance tests, integration testing, commissioning, and operational-readiness activities.
Support troubleshooting of field and integration issues during construction, testing, and early operations.
Verify as-built documentation, equipment inventories, configuration records, test results, and handover material before system acceptance.
Contribute to ITS guidelines, specifications, O&M procedures, implementation frameworks, and technical assessment reports prepared for RCRC.
Coordinate with roadway, traffic signal, communications, cybersecurity, electrical, civil, and TCC operations specialists to resolve multidisciplinary interface issues.
Maintain awareness of emerging ITS technologies and provide practical recommendations for scalable, interoperable, and maintainable deployments in Riyadh.
What Required Skills You’ll Bring:
Bachelor’s degree in Electrical Engineering, Electronics Engineering, Communications Engineering, Computer/Systems Engineering, Civil/Transportation Engineering, or a closely related discipline.
7+ years of experience in ITS design, technical specifications, design review, construction support, system integration, testing, or commissioning.
Demonstrated experience with field ITS systems such as CCTV, detection, DMS/VMS, communications, cabinets, power, or comparable traffic-management technologies.
Experience preparing or reviewing technical specifications, drawings, shop drawings, material submittals, method statements, and test documentation.
Working knowledge of ITS communications networks, fiber-optic systems, Ethernet/IP, field cabinets, power distribution, grounding, environmental requirements, and basic cybersecurity considerations.
Understanding of system integration concepts, interfaces, data exchange, and central traffic-management systems.
Ability to conduct field inspections and evaluate installation quality, constructability, compliance, and operational readiness.
Strong technical writing skills and ability to document design comments, field observations, test findings, and corrective actions clearly.
Ability to interpret engineering drawings, specifications, equipment datasheets, and system architecture documentation.
Strong teamwork and coordination skills across civil, electrical, communications, software, and traffic engineering disciplines.
What Desired Skills You’ll Bring:
Previous ITS project experience in Saudi Arabia or the GCC.
Familiarity with NTCIP, ONVIF, SNMP, REST/API integration, DATEX II, or other relevant ITS and communications standards.
Experience with traffic control centers, ATMS platforms, iNET, TransSuite, or comparable traffic-management software.
Experience with adaptive traffic systems, ramp metering, emergency vehicle preemption, transit signal priority, automated incident detection, or connected-vehicle applications.
Professional engineering registration or relevant ITS/network certification is an advantage.
Arabic language skills are desirable but not required.
