The Colorado Department of Revenue (CDOR) Taxation Division is searching for a strategic, technical, and analytical professional to join our team as a GRC Business Analyst (ITP). In this role, you will be at the center of protecting the safety and compliance of Colorado's state tax administration. You will work within the Governance, Risk, and Compliance (GRC) Unit, which is a vital team inside the division's Research and Legislative Services (RLS) Section. Our unit’s mission is to make sure our state taxation processes follow the absolute best practices for governance, risk management, and legal compliance. We spend our days monitoring database data for quality, finding opportunities to automate complex tasks, and catching operational errors or potential internal fraud.
As a designated Staff Authority for our unit's Insider Threat Program (ITP), you will serve as the department's consultative expert. Agency managers and leadership will routinely rely on your advice and professional findings when making broad, critical decisions about our program policies and strategic directions. Instead of just running basic checklists, you will have the freedom and independent authority to decide how we evaluate operational excellence and compliance across the department. For example, you will decide on the exact benchmarks and quality metrics (such as maximum allowable error rates) that govern whether a compliance task is successfully completed.
In this position, you will balance high-level consulting with deep-dive technical programming. You will spend your time building strong relationships with different tax divisions, studying how tax programs are structured, and writing code to uncover hidden risks. Your work will directly protect state revenue, prevent internal security leaks, and make state government run more efficiently for Colorado citizens.
What You'll Do
In this role, you will lead quality engagements and design risk-based, automated tools to spot operational and security issues. Your main responsibilities will include:
Analyze and Document Operations: Partner with different tax sections to study how their business programs run. You will review standard operating procedures, interview staff, and inspect cloud-based solutions to build a deep, end-to-end understanding of our operational environment.
Formulate Strategic Solutions: Critically review business data across targeted state programs to find ways to make them run smoother and stay compliant with state laws. You will compile your findings and formally present results reports and actionable recommendations directly to key division stakeholders.
Establish Success Standards: Propose and design Key Performance Indicators (KPIs) to measure the quality of compliance work. You will have the strategic authority to decide which specific performance metrics will define "successful task completion" across the division.
Identify Security and Fraud Risks: Conduct detailed risk assessments regarding emerging operational needs and security threats. You will determine where internal vulnerabilities lie (such as potential employee errors, data leaks, or internal fraud) and decide if a risk is high enough to warrant adding new preventive controls.
Define Project Scope and Milestones: Serve as the project manager for Insider Threat Program (ITP) initiatives. You will draft project scopes, define deliverables, set timeline milestones, and proactively keep stakeholders in the loop using clear review meetings and professional emails.
Audit High-Risk Tax Accounts: Review quality assurance and security model outputs to assess tax accounts, refund claims, and major transactions. You will search for errors, deviations from established procedures, or signs of employee theft, sabotage, corruption, or fraud, using artificial intelligence and data automation tools where available.
Extract and Clean Large Datasets: Utilize advanced technical tools like Structured Query Language (SQL) and the Python programming language to pull data from our relational databases. You will decide which information systems contain the data you need, write clean code to manipulate and merge separate datasets (such as tax databases and employee personnel files), and handle database errors.
Build Dashboards and Visual Reports: Turn dry database extracts into beautiful, easy-to-understand graphs, charts, and visual dashboards. You will organize and present these visualized reports to business users and team managers so they can easily spot compliance exceptions.
Collaborate and Adapt Workloads: Support your GRC team members by pitching in on ad-hoc projects and shared workloads. You will use strong organizational agility to prioritize your duties dynamically, shifting your focus quickly to support your colleagues' urgent deliverables when capacity permits.

Minimum Qualifications:
Experience Only: Seven (7) years of professional experience performing work directly related to the duties of this position, including experience in any of the following areas:
Utilizing data extraction and analysis tools (such as SQL and Python) to develop, maintain, and/or enhance data analytics models.
Executing and managing Quality Assurance (QA) programs/initiatives and applying Governance, Risk, and Compliance (GRC) principles.
Reviewing tax data, accounts, refunds, and transactions for errors, variances to procedures, or signs of internal theft, corruption, sabotage, or fraud using IT tools and data analytics.
Formulating, developing, and presenting strategic solutions and/or recommendations to stakeholders to enhance organizational compliance, operational efficiency, and overall effectiveness.

Education and Experience: A combination of relevant college education (such as Accounting, Finance, CIS, IT, Business Administration, Public Administration, Data Science, or Statistics) and professional experience listed above that equals seven (7) years total.

Preferred Qualifications:
The ideal candidate will possess the following skills:
Advanced proficiency in utilizing data extraction and analysis tools (such as SQL and Python) to develop, maintain, or enhance data analytics models.
Demonstrated experience executing Quality Assurance (QA) programs and applying Governance, Risk, and Compliance (GRC) principles.
Hands-on experience auditing tax data, accounts, and transactions using IT tools and data analytics.
Proven experience formulating and presenting strategic recommendations to organizational leadership.
Proficiency in Google Suite.
Proficient in Microsoft Word and Excel.
Conditions of Employment with the CDOR:
