The Role at a Glance

The Director of Environmental Health and Safety provides agency-wide leadership and strategic direction for TEEX safety, occupational health, emergency medical support, environmental compliance, emergency management, and business continuity programs. The EHS Director leads and develops managers and professional staff, establishes departmental goals and performance expectations, manages resources and budgets, and promotes a positive work environment grounded in safety, teamwork, accountability, and open communication. This position advises agency leadership on significant risks and represents TEEX with Texas A&M University System offices, regulatory agencies, and external partners.

 

The EHS Director ensures that TEEX maintains effective programs for hazard identification, risk assessment, high-risk training safety, incident investigation, fire and life safety, emergency medical readiness, environmental compliance, and corrective action. The position also leads agency emergency preparedness and continuity efforts, including emergency notifications, operational coordination, exercises, and recovery planning. Working closely with TEEX divisions and departments, the EHS Director develops practical standards and solutions that protect employees, students, visitors, facilities, the environment, and the continuity of TEEX operations while supporting the agency’s mission.

 

This position reports to the Assistant Agency Director of Administrative TEEX Services. 

 

Qualifications of the Role

• Bachelor’s Degree in applicable field from an accredited college or university, or an equivalent combination of education and experience.
• Ten years of related Environmental Health and Safety experience to include two years of supervisory experience.
• Must have a valid motor vehicle operator’s license or ability to obtain within 30 days of employment.

 

Equivalency: Will consider twelve years of related experience (Listed Above) with an Associate's Degree in applicable field from an accredited college or university OR fourteen years of related experience (Listed Above) with a High School Diploma/GED. All experience must include two years of supervisory experience.

Preferred Qualifications

• Master’s degree from an accredited college or university.
• Experience managing multiple EHS program areas and professional managers.
• Experience with high-risk training, emergency response, firefighting operations, environmental compliance, or public-sector operations.
• Knowledge of OSHA, EPA, TCEQ, DSHS, NFPA, and Texas A&M University System requirements.
• Certification in a safety or environmental field, such as Certified Safety Professional, Certified Industrial Hygienist, Certified Hazardous Materials Manager, or Certified Safety and Health Official.
• Experience working with regulatory agencies and executive leadership.

 

Physical Requirements

• Ability to work outdoors exposed to various weather conditions, potential allergens, elevated noise levels, and heat.
• Ability to communicate orally and in writing.
• Regular daily use of computer/keyboard.
• Physical conditioning consistent with movement of safety equipment/materials up to 50 lbs. with assistance.
• Ability to travel independently to other and/or remote locations by driving and/or flying on commercial airlines.

• Knowledge of OSHA, TCEQ, DSHS, and TAMU EHS regulations.

• Ability to evaluate risks and translate regulatory requirements into practical agency procedures.

• Skilled in project management and oral communications and presentations.

• Strong written, verbal, presentation, and interpersonal communication skills.
• Ability to communicate effectively with employees, students, agency leadership, regulators, and external partners.

• Ability to interact positively and professionally with clients and staff and to establish collaborative relationships while maintaining appropriate professional independence and accountability.
• Working knowledge of basic office software (Microsoft Office) and instructional programs.
• Knowledge of principles and methods for teaching and instructing individuals and groups.
• Skilled in utilizing various learning and active listening strategies.
• Ability to comprehend and express information and use inductive and deductive reasoning.

Notifications:

• This position may require work beyond normal office hours and/or work on weekends.
• This position requires compliance with state and federal laws/codes and Texas A&M University System/TEEX regulations and procedures.
• All tasks and job responsibilities must be performed safely without injury to self or others in compliance with System and Agency safety requirements.
• As part of TEEX’s mission of providing training, developing practical solutions, and saving lives; this position could be required, if called upon, to deploy within the State of Texas as directed by this position’s Division Director/HQ Department Head.
• This position may require independent domestic travel by driving and/or flying on commercial airlines.
• Ability to maintain the security and integrity of critical infrastructure, which may include communications systems, computer networks and systems, cybersecurity systems, electrical grid, hazardous waste treatment system or water treatment system.
• This position regularly directs and evaluates the work of others.

 

Essential Duties and Responsibilities

 

Agency EHS Leadership & Management (40%)

• Provides leadership and strategic direction for the TEEX Environmental Health and Safety Department.
• Supervises, develops, and evaluates managers and professional staff.
• Provides feedback, guidance, required training, and professional development opportunities.
• Fosters a positive working environment that promotes teamwork, accountability, and open communication.
• Establishes department goals, priorities, performance measures, and service expectations.
• Develops and manages the department budget, staffing, contracts, equipment, resources, and account analysis.
• Approves departmental transactions through applicable agency systems.
• Communicates changes in procedures, policies, regulations, and other requirements affecting Environmental Health and Safety operations.
• Advises agency leadership regarding significant safety, environmental, medical, and emergency-management risks.
• Represents TEEX with Texas A&M University System offices, regulatory agencies, committees, and external partners.
• Reviews and approves construction site safety plans.
• Serves as a liaison between TEEX and TAMUS Environmental Health and Safety, the State Fire Marshal, and other regulatory partners; coordinates responses to Fire and Life Safety inspection findings.

 

Safety & Emergency Medical Program Management (20%)

• Provides oversight for the agency Safety Officer Program and its manager, including expectations for qualifications, training, authority, coverage, and documentation.
• Ensures appropriate safety support is provided for high-risk student training and agency operations.
• Provides oversight for the emergency medical program and its manager, ensuring personnel, equipment, procedures, and response capabilities appropriately support fire-field and other high-risk training activities.
• Coordinates safety and medical readiness with training divisions and external emergency-response organizations.
• Serves as the agency authority having jurisdiction for facilities regarding applicable national fire codes, life safety codes, and fire prevention requirements and best practices.
• Oversees inspections, maintenance, and readiness of the agency Automated External Defibrillator (AED) program.
• Plans and directs injury prevention and occupational health programs designed to promote a safe and healthy environment for employees, students, and visitors.
• Develops, updates, and maintains safety-related Standard Administrative Procedures (SAPs), programs, and guidance related to emergency preparedness, response, and contingency planning.
• Develops and coordinates relevant safety training, materials, and resources for TEEX facilities and operations, ensuring employees receive required and appropriate safety training.
• Serves on and supports agency accident and incident investigations, including identification of corrective actions and prevention measures.

 

Agency Environmental Management (20%)

• Directs agency environmental compliance programs and supervises the environmental program manager.
• Ensures compliance with applicable environmental requirements related to fuels, firefighting foam, hazardous materials, waste, storage tanks, air emissions, stormwater, wastewater, and water-treatment operations.
• Oversees environmental permits, inspections, monitoring, reporting, recordkeeping, corrective actions, and regulatory compliance documentation.
• Directs spill prevention, response, and environmental emergency-readiness activities, including development and maintenance of required Spill Prevention, Control, and Countermeasure (SPCC) plans.
• Develops and maintains the agency environmental management system in accordance with Texas A&M University System policies and applicable regulatory requirements.
• Serves as the primary agency liaison with environmental regulatory organizations.
• Reviews agency facilities, training props, construction projects, equipment, and operational changes for potential environmental impacts and compliance requirements.
• Oversees agency occupational and environmental health programs, including Hazard Communication and Bloodborne Pathogen Control requirements.

 

Emergency Management Coordination & Business Continuity (10%)

• Leads the development, maintenance, and continuous improvement of the TEEX Emergency Management and Business Continuity Program.
• Ensures emergency and continuity plans address communication, evacuation, sheltering, accountability, continuity of essential functions, continuity of instruction, and recovery.
• Coordinates with TEEX divisions and departments to develop and maintain supporting emergency and continuity plans and ensure agency-wide preparedness.
• Administers the TEEX emergency notification system and ensures timely dissemination of emergency alerts, warnings, forecasts, and other critical information.
• Monitors meteorological and other emerging conditions that may impact TEEX operations and keeps agency executive leadership informed of potential threats to employees, students, visitors, facilities, and business operations.
• Oversees readiness, testing, activation, and operation of the TEEX Emergency Operations Center and serves as a member of the Emergency Operations Center team as needed.
• Advises agency leadership during emergencies and supports the Agency Director or Deputy Director in emergency response and Emergency Operations Center activities.
• Coordinates emergency preparedness exercises, drills, tabletop exercises, full-scale exercises, after-action reviews, and improvement plans.

 

Culture of Health & Safety (10%)

• Directs the development and implementation of the TEEX Safety Program.
• Works with TEEX Divisions and Departments to leads agency efforts to build and sustain a positive and accountable TEEX culture of safety.
• Oversees the TEEX Safety Committee and agency safety initiatives.
• Ensures appropriate programs are maintained for hazard recognition, risk assessments, inspections, safety training, incident reporting, investigations, and corrective actions.
• Oversees occupational health, fire and life safety, heat-stress prevention, personal protective equipment, hazard communication, bloodborne pathogens, and other applicable safety programs.
• Reviews significant incidents and ensures corrective actions are completed and communicated.

 

Other Duties:

• Interfaces with regulatory agencies as necessary as the primary interface with local, state and federal regulatory agencies including, but not limited to the TCEQ, EPA, DEA.
• Ensures appropriate regulatory reports are developed and submitted to appropriate authorities.
• Performs additional work duties as assigned.
