Description
Our client is a growing government agency in Malta that offers an array of different products and services. They are currently seeking to recruit a Head of ICT to provide strategic leadership, direction and oversight of the agency’s information and communication technology function.
This role is offered on a definite contract of 3 years, with the possibility of renewal.
Key Responsibilities:
- Leading the development, implementation, monitoring and continuous review of the agency’s ICT strategy, digital transformation strategy, ICT roadmap, programmes, investment portfolio and associated budgets, ensuring alignment with the agency’s strategic direction and the overall mission and values of the Government of Malta.
- Providing strategic leadership and direction to the ICT department, ensuring that all ICT team members operate in an integrated, efficient and customer-focused manner whilst fostering a culture of innovation, collaboration, accountability, continuous improvement and professional development.
- Acting as the agency’s principal ICT advisor to the CEO, Senior Management and other governance bodies on all ICT-related strategic matters, including technology governance, cybersecurity, enterprise architecture, innovation and emerging technologies.
- Providing executive oversight of the agency’s ICT governance framework, ensuring that ICT initiatives, investments and services support the agency’s corporate governance objectives.
- Leading, mentoring, coaching and managing the performance of managers and employees within the ICT department, ensuring effective workforce planning, succession planning, talent development and employee engagement.
- Providing strategic direction in planning ICT programmes and projects, identifying risks, resolving strategic issues and ensuring the implementation of appropriate mitigation measures.
- Ensuring appropriate project governance methodologies, documentation standards, reporting mechanisms and quality assurance processes are established and consistently applied across all ICT initiatives.
- Monitoring and ensuring that contracted suppliers deliver services, products, milestones, deliverables and support in accordance with contractual obligations and agreed service levels.
- Ensuring that all ICT systems and digital services continue to meet evolving organisational and customer requirements through continuous evaluation, optimisation and innovation.
- Contributing to the development and implementation of ICT policies, data strategies, information security arrangements, AI governance controls, business continuity and disaster recovery planning, compliance measures, assessment methods, and threat and vulnerability assessments, whilst collaborating with other government entities to do so.
- Representing the agency in national digital transformation initiatives and ICT innovation programmes where appropriate.
- Supporting continuous improvement in ICT governance, service delivery, internal processes, systems and stakeholder support.
Ideal Candidate Profile:
- An MQF Level 7 qualification (Masters’) in Information and Communication Technology, Computer Science, Information Systems, Software Engineering, Cybersecurity, Digital Transformation or another related field of study, together with at least three years of relevant work experience in an ICT environment, of which two must have been gained in a supervisory or managerial role OR
- An MQF Level 6 qualification (Bachelor’s) in Information and Communication Technology, Computer Science, Information Systems, Software Engineering, Cybersecurity, Digital Transformation or another related field of study, together with at least five years of relevant work experience in an ICT environment, of which two years must have been gained in a supervisory or managerial role.
- Excellent written and verbal communication skills in both English and Maltese.
- Ability to lead multidisciplinary teams, manage priorities and work collaboratively with internal and external stakeholders.
