The Ideal Candidate
The ideal candidate is an experienced environmental and sustainability professional with a strong understanding of California environmental regulations, and proven experience implementing municipal sustainability programs. The successful candidate will also demonstrate strong skills in grant administration, project and contract management, budgeting, regulatory compliance, and communicating effectively with staff, community members, consultants, and public officials.

Purpose
The incumbent will perform a wide variety of highly complex analytical activities within an assigned functional area. Supports and facilitates all administrative aspects of a department and assists managers and directors on special projects, budget implementation, and analysis.

Distinguishing Characteristics
This is the advanced-level class in the Management Analyst series. This class is distinguished from the Management Analyst by oversight responsibility in a variety of functions, and the difficulty and complexity of work performed. It also requires the use of a high degree of independent judgment in making decisions. This position serves as a team lead within the Management Analyst series.
  • Leads, supports, coordinates, and monitors analysis work performed for various departments; provides general and specific daily direction to subordinates and participates in general performance evaluation.
  • Assists, supports, and lead sin the development and implementation of policies, programs and procedures through research and analysis; manages or completes a variety of projects involving research and analysis.  
  • Coordinates administrative activities for a variety of programs; makes recommendations on policy procedures, workflow, employee training needs, and other work-related projects. 
  • Develops, coordinates, implements, and evaluates programs and projects such as water conservation, energy efficiency, stormwater quality, refuse and recycling, emissions, reduction, urban forestry, climate action, and environmental conservation.
  • Reviews City practices, programs, and procedures for compliance with applicable federal, state, and local laws and regulations; interprets requirements and recommends policies ordinances, resolutions, procedures, and program changes. 
  • Researches, analyzes, and makes recommendations on potential programs for funding under special grant programs; administers tracks, processes, and maintains grant reimbursements and funds; prepares and administers grant budgets.  
  • Completes financial and narrative reports regarding grant-funded activities; interfaces with finance and other city departments, outside auditors and funding agencies on grant activities.  
  • Performs various human resources functions; administers Workers Compensation claims and City property damage claims.
  • Monitors and updates appropriate insurance coverage on all City properties; participates in and assists with the City’s risk management evaluation program.
  • Approves invoices and purchasing for management or capital projects; project management or oversight of capital projects; procures and manages consultant resources; monitors contracts and manages contract execution.
  • Analyzes and interprets data collected and prepares periodic or special reports; prepares written reports, visual aids, letters, contracts, and other written documents and computerized reports as needed.  
  • Coordinates interdepartmental activities and issues as directed; answers questions and provides information to City staff and the public regarding city policies, procedures, and contracts.  
  • Conducts surveys and performs research and statistical analyses on administrative, fiscal, budgetary, personnel, and operational problems; assists in the preparation of requests for proposal or qualifications services required by Department.  
  • Participates and takes initiative on developing and implementing various communications for Departments; creates, approves, edits, and schedules content.
  • Serves as a representative or staff on committees, review boards, and management study teams; coordinates committee activities, meetings, related responsibilities and assigned projects.  
  • Represents city with other governmental agencies and community groups as assigned.
  • Coordinates environmental-service emergency preparedness and response activities, as assigned. 
  • Performs other related duties as assigned.

  • Bachelor’s Degree in public administration, political science, Communications, environmental or earth science, urban planning, or a related field.
  • Five (5) years of increasingly complex analytical, administrative or program management experience with a governmental agency, preferably within a municipal setting. A master’s degree is desirable.
  • Possession of a valid Class “C” California Driver’s License.
Note: An equivalent combination of experience, education, and/or training may substitute for the listed minimum requirements.

KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of English, grammar, spelling, and conversational skills.
  • Knowledge of writing and grant writing techniques.
  • Knowledge of data collection and analysis.
  • Knowledge of commonly used office equipment.
  • Knowledge of administrative procedures and City functions
  • Knowledge of business correspondence
  • Knowledge of applicable federal, state, and local laws, codes, regulations, and regulatory programs (e.g. Government Codes, environmental law, tree ordinances, and other related mandates to the assigned area)
  • Knowledge of budget preparation and control, grant administration, contract administration, project management, public outreach, and consultant oversight. 
  • Ability to develop and implement communications for various departments across multiple platforms.
  • Ability to analyze and compile technical, operational, financial, and statistical data.
  • Ability to establish and maintain effective working relationships with employes, elected and appointed officials, public agencies, community groups, businesses, consultants, and public. 
  • Ability to present a courteous, professional public image to the public and citizens.
  • Ability to keep privileged information private.
  • Ability to communicate effectively and clearly and take initiative where needed.
  • Ability to understand and follow oral and written instructions.
  • Ability to operate word processing software.

DESIRABLES:

This position will perform complex analytical activities for the Department of Public Works, supporting and facilitating administrative aspects of the department and functioning as the lead regarding Environmental and Sustainability efforts.  The City of South Pasadena is seeking the following desirables:

  • Experience developing or administering municipal environmental and sustainability programs.
  • Knowledge of environmental laws and regulations, including CEQA, NPDES, AQMD, the Clean Water Act, and AB 939.
  • Experience implementing climate action, water conservation, stormwater, recycling, energy, or related sustainability initiatives.
  • Experience identifying, securing, and administering grants or other environmental program funding.
  • Experience managing environmental consultants, contracts, budgets, schedules, and project deliverables.
  • Strong communication and public engagement skills, including preparation of reports, presentations, and community outreach materials.



Physical Demands

This is essentially a desk job. Physical demands include occasional lifting up to 25 pounds, some reaching, bending, walking, stooping, and squatting. Ability to hear and speak to the general public, and City staff on the telephone and in person. Hand and eye coordination are needed to operate office equipment. Strength, dexterity, coordination and vision to use keyboard and video/computer display terminal.
 
Working Conditions
Generally clean work environment with limited exposure to conditions such as dust, fumes, odors or noise. Requires traveling throughout the City and adjacent areas, and the attendance of occasional night meetings.
 
Special Requirements:
Possession of a valid Class “C” California Driver’s License.
