Job Summary Overview

The SBA Liquidation Specialist is responsible for the administration, collection, liquidation, recovery, and resolution of delinquent and defaulted government-guaranteed loans, with primary emphasis on SBA 7(a) loans. This position manages all aspects of the workout and liquidation process, including borrower negotiations, collateral disposition, recovery strategies, litigation coordination, guaranty purchase requests, and charge-off recommendations.

The SBA Liquidation Specialist ensures compliance with current SBA Loan Program Requirements, SBA Standard Operating Procedures (SOPs), and all applicable regulatory guidelines to preserve the SBA guaranty and protect the Credit Union’s interests. The role is responsible for developing and executing effective recovery strategies that maximize recoveries while minimizing losses.

In addition, the SBA Liquidation Specialist works closely with the Chief Credit Officer and other lending and credit personnel in the evaluation, administration, and resolution of complex conventional workout relationships. 

The position provides expertise and recommendations regarding complex problem loans, restructures, collection strategies, collateral liquidation, recovery efforts, and risk mitigation strategies for troubled credits across the loan portfolio.


Essential Job Functions

  • Manages delinquent and defaulted SBA 7(a) and other government-guaranteed loans.
  • Administers and executes SBA liquidation plans, collateral disposition, foreclosure, repossession, and recovery actions.
  • Works closely with SBA Credit Officer and SBA Loan Servicing to ensure all deadlines are met with regarding SBA SOP requirements for liquidation and workout loans. 
  • Prepares SBA guaranty purchase packages, Wrap-Up Reports, and related recommendations to preserve guaranties and maximize recovery opportunities.
  • Coordinates with appropriate SBA-experienced legal counsel on bankruptcy, litigation, foreclosure, and judgments, providing recommendations regarding resolution strategies and legal remedies. Responsible for monitoring and managing default-related loan expenses.
  • Maintains compliance with SBA SOP requirements to preserve guaranties.
  • Provides management reporting and recommendations on classified assets, recoveries, charge-offs, and portfolio risk.
  • Works closely with Chief Credit Officer on all loans within the special assets category, evaluating workout alternatives and recommending liquidation, recovery, and risk mitigation strategies.
  • Performs financial and cost-benefit analysis to evaluate recovery alternatives and recommend strategies designed to maximize recoveries and minimize losses.
  • Maintains working knowledge of loan servicing and core banking systems and coordinates with appropriate departments, individuals regarding charged-off loan balances.
  • Communicates directly with borrowers / guarantors regarding collection efforts, workout activities, recovery strategies, and resolution alternatives.
  • Provides regular updates and recommendations to the Chief Credit Officer and Member Business Loan Committee regarding the disposition and resolution of SBA troubled loans and special assets.
  • Assists with the maintenance and management of all Other Real Estate Owned (OREO) property.
  • Partners with the Government Guaranteed Loan Department to ensure preservation of loan guaranties and adherence to SBA loan program procedures.
  • Maintains strong communication with Accounting/Finance regarding any restructuring or modification of troubled loans and special assets, and identifies any loans that require a specific allowance.
  • Manages vendor relationships specific to loan resolution efforts.
  • Performs other job-related duties as assigned.


Requirements

Minimum Education and Experience

Five (5) to seven (7) years financial services experience including at least three to five (3-5) years of direct experience with SBA liquidation and workout activities. Excellent knowledge and understanding of SBA Liquidation SOP. 


Knowledge, Skills, and Abilities

  • Knowledge of the SBA SOP, wrap-up reports, bankruptcy, workout strategies, foreclosure, and collateral disposition. 
  • Knowledge of lending, laws, and regulations together with those related rules and regulations of the Credit Union’s primary regulator.
  • Experience negotiating and maintaining vendor contracts.
  • Ability to speak and present effectively to upper management, industry groups and members.
  • Ability to read, analyze and interpret technical procedures, financial reports, legal documents, and government regulations.
  • Strong analytical skills to assist in identifying least-cost alternatives and perform reliable cost-benefit analysis. 
  • Must have in-depth knowledge of creditor’s rights and insolvency, including residential, consumer and commercial loan documentation and the role this documentation plays in accelerating loans, managing bankruptcies, exercising legal remedies, and developing effective workout and recovery strategies. 
  • Demonstrated ability to exercise independent judgment in evaluating troubled loan relationships and recommending workout, liquidation, recovery, and risk mitigation strategies.

Licenses, Training, and Certifications Required

None.


Preferred Qualifications

College degree in Business, Accounting, Finance or a related field. Substantial knowledge of creditor rights and legal remedies related to loan enforcement. Demonstrated knowledge and experience related to SBA Lending, SBA liquidation activities, workout strategies, and the SBA Standard Operating Procedure specific to loans in liquidation.

  • Frequently required to sit. 
  • Regularly required to use hands to finger keys accurately when using calculator machines or computer keyboards; reach with hands and arms. 
  • Occasionally lift and/or move up to 25 pounds. 
  • Specific vision abilities required by this job include close vision, ability to adjust focus. 
  • The noise level in the work environment is usually moderate.
