Job Description:
Parsons is looking for an amazingly talented IT Project Manager to join our team! In this role you will get to work on the premier Infrastructure project in the US.
Program background
The Gateway Program is the most urgent infrastructure program in the country – a comprehensive set of rail investments that will improve commuter and intercity services, add needed resiliency and, in its later stages, create new capacity between Newark, New Jersey and New York City, the busiest section of the Northeast Corridor (NEC). The first phase of the Gateway Program includes the Hudson Tunnel Project (HTP), which includes the construction of a new two-track tunnel under the Hudson River connecting to Penn Station New York as well as the full rehabilitation of the existing 110-year-old North River Tunnel. The Gateway Development Commission (GDC), established through bi-state legislation, is responsible for the financing and development of the Hudson Tunnel Project.
Position Summary
The Project Manager – IT Strategy & Roadmap ensures that GDC’s IT Strategic Plan and enterprise architecture are consistently translated into execution, with full alignment, traceability, and governance across all IT initiatives. Working in close coordination with the Deputy Director of Architecture & Planning and IT leadership, this role maintains the IT roadmap, tracks delivery of strategic objectives, and ensures alignment to the target architecture, security posture, and long-term technology vision. This role governs execution but does not own architecture decisions.
Key Responsibilities
IT Strategy & Roadmap Governance
Maintain and continuously update the multi-year IT roadmap across applications, infrastructure, data, and security.
Translate strategic objectives into actionable initiatives with timelines and dependencies.
Maintain traceability between strategic goals, initiatives, and outcomes.
Architecture Alignment & Governance
Ensure initiatives align with enterprise architecture standards and target-state designs.
Support architecture governance checkpoints and identify architecture drift.
Strategic Plan Execution & Delivery Tracking
Track delivery of strategic initiatives and maintain dashboards of progress, risks, and dependencies.
Ensure project outputs map to strategic objectives.
Tactical Decision Alignment
Inventory prior tactical decisions and assess alignment with target architecture and security standards.
Develop remediation plans and track progress.
Project & Portfolio Management
Manage roadmap-aligned projects including scope, schedule, and risks.
Maintain project artifacts (charters, RAID logs, status reports).
Stakeholder Engagement
Facilitate workshops and provide executive communications and updates.
Governance & Continuous Improvement
Support governance processes and improve roadmap and reporting practices.
IT Steering Committee Governance & Administration
Coordinate and administer the IT Steering Committee (or equivalent governance forum) to support decision-making on IT strategy, roadmap priorities, and major technology investments.
Develop meeting agendas, materials, and briefing documents, including roadmap updates, initiative status, risks, and decision points.
Facilitate meetings and ensure clear documentation of decisions, action items, and approvals.
Maintain records of governance decisions and ensure alignment with the IT Strategic Plan, enterprise architecture, and security requirements.
Track follow-up actions and ensure timely execution of Steering Committee directives.
Ensure that proposed initiatives, changes, and exceptions are formally reviewed and approved through established governance processes prior to execution.
Required Qualifications
Bachelor’s degree in IT, Computer Science, Engineering, or related field.
10+ years of relevant IT project or strategy experience.
Strong understanding of enterprise IT, cloud (Azure preferred), networking, and cybersecurity.
Strong stakeholder coordination and communication skills.
Preferred Qualifications
Public sector or large-scale infrastructure experience.
Familiarity with TOGAF (The Open Group Architecture Framework).
PMP or similar certification.
Experience with architecture diagrams/tools (Visio, Lucidchart).

Hybrid schedule (Mon–Wed onsite, Thu–Fri remote).
