Description
The Staff Engineer (Traffic Bureau) will assist with the safe and efficient movement of people through the City of Pittsburgh. The ideal candidate will optimize traffic safety and operations by performing tasks such as investigating and analyzing street conditions and recommending traffic safety/calming improvements; planning and collecting data for traffic analysis; preparing and reviewing signing and pavement marking plans; managing and implementing signal and system timing plans; coordinating pavement markings as part of repaving efforts; performing field views and inspections for traffic safety and traffic signal projects.

Salary: $71,414 per year.
Union: This position is included in the American Federation of State, County, and Municipal Employees, Local 2719 bargaining unit and will be filled in accordance with the provisions of the Collective Bargaining Agreement.

Qualifying Requirements:
Your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will receive notice of your eligibility status via email.
WORK EXPERIENCE: None required. An internship in the field of Civil Engineering is preferred.
EDUCATION/TRAINING: The application must clearly show a Bachelor's Degree from a fully accredited institution in Civil Engineering or a related Civil Engineering field. Applicants who are enrolled in a final semester or quarter of study leading to graduation may apply prior to receiving a Bachelor's Degree, but will not be hired until graduation has occurred. (See NOTE under General Application Requirements regarding education/training verification).
EQUIVALENCY: Education/training and/or work experience may be substituted on a year-for-year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position, based on the sum of work experience and education/training listed above. The Total Qualifying Requirement is four (4) years. (See NOTE under General Application Requirements regarding education/training verification.)

- Plans and coordinates the design and/or management of construction of complex, unstructured, multidiscipline Capital projects in assigned specialized area (e.g., water and sewers, community facilities, traffic and streets, bridges and structures, surveys and drafting, etc.).
- Conducts non-complex engineering calculations and designs.
- Assigns and directs the work of related professional, technical, and clerical employees on a project basis.
- Reviews shop drawings; designs approved internal research studies for assigned projects related to traffic operations or safety.
- Reviews all reports and studies prepared by assigned personnel to monitor progress and to identify problems and delays; recommends approval of change orders and requisitions for payment, etc.
- Identifies problems and potential hazards in all phases of work on assigned projects; advises Project Manager on a timely basis; recommends and implements approved corrective action in order to adhere to schedule and project budget.
- Meets with representatives of other governmental agencies, City Departments, consultants, contractors, and public on proposed projects, problems arising in the work, etc.
- Directs the performance of work performed in-house and under consultant and contractor agreements.
- Ensures that RFP's, specifications, designs, contract provisions, bid documents, work orders, resolutions, and work performed comply fully with applicable federal, state, and local laws and regulations.
- Initiates payment forms for work performed by consultants and/or contractors.
- Maintains records and prepares accurate reports, correspondence, etc. as requested or required.
- Performs field work including data gathering and/or inspections that are assigned or required as part of traffic projects.
