Overview
Under the supervision of the School-Age Child Care Director, The Child Care Contracts & Compliance Coordinator is responsible for supporting the YMCA of Central New Mexico's Early Learning and School Age Child Care programs through the effective administration of childcare assistance contracts, regulatory compliance, attendance verification, and reimbursement oversight. This position helps ensure that YMCA programs remain financially sustainable while maintaining full compliance with New Mexico Early Childhood Education and Care Department (ECECD) requirements and other applicable funding sources. Working collaboratively with program leadership, families, YESS Customer Experience Team (YESSCET), finance staff, and state agencies, the Coordinator monitors childcare assistance eligibility, attendance, contract status, reimbursements, and documentation to promote operational excellence and outstanding service to families. This role also serves as a resource for families navigating childcare assistance programs and may assume additional enrollment and registrar responsibilities as department needs evolve.
Responsibilities
Contract Administration & Regulatory Compliance
- Monitor ECECD childcare assistance contracts to ensure accurate enrollment, attendance reporting, billing, and compliance for Early Learning and School Age Child Care programs.
- Review attendance records to verify compliance with ECECD participation requirements.
- Identify and resolve overpayments, reimbursement discrepancies, and missing state payments.
- Process contract updates, suspensions, cancellations, and other changes as student eligibility or attendance status changes.
- Maintain current knowledge of ECECD regulations, childcare assistance policies, licensing requirements, and applicable funding guidelines.
- Assist with audits, licensing reviews, compliance monitoring, and documentation requests.
- Follows YMCA policies and procedures, including those related to medical and disciplinary situations, child abuse prevention and emergencies.
Family & Agency Partnership
- Serve as a primary point of contact for families regarding childcare assistance eligibility, attendance requirements, contract status, and required documentation.
- Collaborate with ECECD representatives regarding approvals, renewals, attendance concerns, and payment issues.
- Coordinate with CYFD regarding foster care placements, eligibility documentation, and childcare authorizations.
- Support families through the childcare assistance process while ensuring compliance with applicable regulations and YMCA policies.
- Provide professional, timely, and compassionate customer service to families and community partners.
Program Operations & Collaboration
- Partner with Site Leads, Early Learning leadership, Program Directors, and administrative staff to verify attendance, enrollment, and student participation.
- Support program staff in maintaining accurate attendance documentation, emergency contact information, and required student records.
- Communicate compliance concerns or contract risks promptly to appropriate leadership.
- Assist in developing and improving systems, procedures, and workflows that increase operational efficiency and compliance across childcare programs.
Administrative & Financial Support
- Maintain accurate electronic and paper records related to childcare contracts, attendance, reimbursements, and compliance documentation.
- Prepare reports related to attendance, contract status, reimbursement tracking, and program compliance.
- Assist with reconciliation of childcare subsidy payments in partnership with YESSCET, Finance and administrative staff.
- Utilize childcare management software, state systems, spreadsheets, and databases to support program operations.
- Ensure all confidential family and student information is handled in accordance with YMCA policies and applicable federal and state privacy requirements.
Continuous Improvement
- Identify operational challenges and recommend process improvements related to contract administration, enrollment, attendance management, and compliance.
- Assist in developing family communication materials related to childcare assistance programs.
- Support registrar and enrollment functions as assigned to meet evolving departmental needs.
- Perform other duties as assigned to support the mission and operations of the YMCA.
Qualifications
- High school diploma or equivalent.
- Strong organizational skills with exceptional attention to detail.
- Excellent written and verbal communication skills.
- Ability to maintain confidentiality and exercise sound judgment.
- Proficiency with Microsoft Office (Word, Excel, Outlook), Google Workspace, and database management systems.
- Ability to build positive working relationships with families, staff, community partners, and government agencies.
Preferred
- Associate's or Bachelor's degree in Early Childhood Education, Business Administration, Human Services, Public Administration, or a related field.
- Experience in childcare administration, enrollment services, contract management, subsidy administration, compliance, or a related field.
- Knowledge of New Mexico ECECD childcare assistance programs, licensing regulations, and reimbursement processes.
- Experience working with ECECD or other state-funded childcare programs.
- Experience in nonprofit organizations, early childhood education, youth development, or school-age childcare.
- Bilingual (English/Spanish).
